SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Expression of Interest - Street Cleaning Services in Leixlip, Celbridge &
Maynooth, Co. Kildare.

II.1.5) Short description of the contract or purchase(s): Kildare County
Council invites Expressions of Interest from suitably competent firms to
provide street cleaning services in the towns of Leixlip, Celbridge and
Maynooth including:
— Sweeping of kerbed road channels, central reservations, road traffic
islands, and pavements,
— Emptying of street litter bins,
— Cleaning of bottle banks,
— Disposal of street cleanings to an authorised site.
The contractor shall be responsible for the cleaning of the roads and
footpaths within the respective areas.
The contract will be established initially for 1 year. The agreement is
subject to ongoing assessment, monitoring and review with regard to
quality of service, performance and value for money.
Subject to satisfactory performance, and budgetary requirements, it may be
extended annually for up to 2 additional years.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Firms expressing an interest in tendering should also provide the name and

Interest. In the event that the firm qualifies for invitation to tender,
tender documents will issue to the named representative.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) All
candidates will be required to produce a certificate or declaration
demonstrating that they have fulfilled obligations relating to the payment
of taxes under the law or of the relevant State in which the economic
operator is established.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (1) All candidates will
be required to provide evidence of relevant professional risk indemnity
insurance.
(2) All candidates will be required to provide a statement, covering the 3
previous financial years including the overall turnover of the candidate
and the turnover in respect of the activities which are of a similar type
to the subject matter of this notice.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: (1) A statement of the principal goods
sold or services provided by the supplier or the services provider in the
past 3 years, detailing the dates on which the goods were sold or the
services provided; the consideration received; the identity of the person
to whom the goods were sold or the services were provided.
(2) A statement of the candidate's technical facilities; measures for
ensuring quality; and their study and research facilities;
(3) A statement of the tools, plant or technical equipment available to
the service provider or contractor for carrying out the contract
All firms must supply details which demonstrate an ability to meet the
requirements of the contract as outlined in this notice.
SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number:
Objective criteria for choosing the limited number of candidates: Firms
should submit.
— Details of previous experience in this type of service provision in the
last five years,
— Current tax clearance certificate,
— An appropriate safety statement in accordance with the requirements of
the Safety, Health & Welfare at Work Act 2005,
— Details of their Employer Liability, Public Liability Insurance,
— Details of methods of collection and disposal of collected waste
materials.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
