SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Refurbishment Works for Underground Subways Complex at the University of
Birmingham.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Execution.
Main site or location of works: University of Birmingham.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The University
is seeking to appoint a suitable main contractor to procure and manage a
team of subcontractors for a specialist project commencing in early 2009.
There is also a possibility of negotiating a second phase for 2010,
subject to performance and standards on the 2009 scheme. (The latter is
not guaranteed and the University reserves the right to cancel the future
phase and or tender the scheme regardless of performance and or
standards.).
The main contractor should have relevant experience of similar schemes and
be able to demonstrate this through previous successful contractors.
The approximate value of the project is currently estimated to circa 2 000
000 GBP. (This is subject to further design & some minor works may be let
as separate packages).
The second phase of the works currently programmed for 2010 is similar to
the 2009 scheme.
Companies achieving the best ranking in the selection process will be
invited to tender the first phase of the works in late September 2009.
The majority of the hot pipework services are or were insulated by
asbestos containing materials, a key part of the main scheme is the
removal of the majority of asbestos from the network. This has already
been done for this phase of the works.
Due to the size of the project it was necessary to divide the subway into
five smaller working areas. The works were then planned for each area and
a programme was developed. There have already been several phases of work,
some of these have been throughout the subway network and some have been
to the specific areas. To date the completed and current works include
Surveying and Reporting,
Bypassing and replacing failed sections of pipework, Provision of
Temporary Services,
Propping of pre-cast concrete soffit blocks,
Separating the entire subway into fire compartments complete with
automatic closing fire doors, Installing a Fire alarm system complete with
manual call points, smoke and heat detectors, Installing a specialised
below ground radio antenna system, Installing new lighting system complete
with emergency lights,
Installing new and upgrading certain existing subway entry and exit
points, Resilient Data networking, Concrete repairs and treatment.
Rust inhibitor treatment for rebar within the structure, Removal of
asbestos containing material from certain sections of the subway.
The early investigations and surveys highlighted a potential issue with
the soffit spanning approximately 450 m of the subway network. The pre
cast hollow planks were noted to be deteriating and concrete was spalling
from them. The cause of the spalling is subject to debate but is in part
or wholly due to construction standards, water ingress and chemical
reaction with road salts. As it would take time to develop and implement
the planned replacement of the soffit the area was propped to minimise any
structural issues.
This 2009 phase of the scheme will involve the removal and replacement of
the concrete pre cast soffit planks covering two separate, 125m sections
of the subway. To enable this we have cleaned and removed all of the
asbestos containing material in the areas below the soffit to be replaced.
The 2nd phase scheduled for 2010 will involve replacing the remaining pre
cast soffit planks in
It will be necessary for the contractor and his principal subcontractors
to visit site and survey during tender to fully understand scope of works.

III.1) CONDITIONS RELATING TO THE CONTRACT

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Tenderers
will be required to complete a Supplier Appraisal Questionnaire which will
require that the provider submits the details below in addition to the
other information set out in the Questionnaire.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: As requested in the
Supplier Appraisal Questionnaire and the Invitation to Tender.
Minimum level(s) of standards possibly required: Minimum Standards.
The University requires that Tenderers must meet certain minimum standards
in terms of Financial and Economic Standing and Technical and Professional
Abilities.
If your organisation does not meet these minimum standards your response
to the pre-qualifying questionnaire will not be considered.
The minimum standards required for this Tender are.
Insurances (Appraisal Questionnaire Part 1).
The Contractor must be in a position to have available for the Project and
provide evidence of the following minimum levels of insurance indemnity
cover:
Professional/Indemnity Insurance in the sum of ten million pounds (10 000
000 GBP) for any one occurrence or series of occurrences.
Public Liability Insurance in the sum of ten million pounds (10 000 000
GBP) for any one occurrence or series of occurrences arising at the
Services.
The Contractor will be deemed, by means of responding to the Invitation to
Tender, to have provided an understanding to maintain insurance indemnity
cover to at least the minimum levels set out above.
Equal Opportunities and Race Relations (Appraisal Questionnaire Section).
The Contractor must be able to confirm that.
It is a policy to the organisation as an employer to comply with its
statutory obligations under the:
Race Relations Act.
Sex Discrimination Act.

confidentiality and commitment to co-operate and provide all assistance

Questionnaire Section).
It is University policy that Professional Construction Contractors
operating on the University Site shall be registered with or accredited by
CHAS as Contractors or CDM Co-ordinators (the Contractors Health and
Safety Scheme www.chas.gov.uk).
Tenderers must provide evidence of.
CHAS registration.
An application for CHAS registration being in progress, with anticipated
date for accreditation or.
Equivalent Accreditation approved by CHAS (you will be required to provide
confirmation from CHAS that any alternative scheme is equivalent to the
CHAS Accreditation.
Health & Safety (Appraisal Questionnaire Section).
Tenderers must confirm that none of the following incidents have occurred
over the last 5 years.
Prosecutions.
HSE Prohibition Notices
Reportable Accidents: Fatal.
WRAPs (Site Waste Management).
It is University policy that Professional Construction Contractors
operating on the University Site shall follow the WRAPs proforma.
The above minimum standards are captured in the sections of the
contractors Pre-Qualifying Questionnaire indicated. It is recommended that
you look at these sections and confirm that you are able to confirm
compliance and that your organisation meets the minimum standards as
appropriate before you commence completion of the documentation.
Please note that the Universitys evaluation team will review these
sections of the completed Questionnaire received before any activities are
undertaken to evaluate any other part of the response to the
Questionnaire.
If your organisation fails to meet the Minimum standards your response
will be declined and no further evaluation will be undertaken.
