This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number ESQ080058. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This solicitation is set-aside for Small Business concerns, under North American Industry Classification System (NAICS) code 444190. The Small Business Size Standard is $6.5 million. Materials must be domestic. Delivery will be made no later than September 1, 2008. Delivery address is to the BLM Field Office, 920 NE Main Street, Lewistown, MT 59457. The FOB point will be Destination. Bid Items include: 1. 2 inch, 3 way air/vac relief valve (Burmad model 4415 or Equal), Quantity: 8 each 2. 2 inch, brass, in line spring check valve, Quantity: 4 each 3. 1 1/2 inch pressure reducer (Capable of reducing 150 psi to 35 psi), Quantity: 1 each 4. 2 inch curb stop valve (female pipe thread in and out), Quantity: 7 each 5. 2 inch curb box and riser (must fit 2 inch curb stop valve listed above), Quantity: 7 each 6. 60 inch extension rod for curb stop valve, Quantity: 7 each 7. 1 1/4 inch pressure relief valve, Quantity: 1 each 8. 8 inch Sched 40 PVC pipe, Quantity: 60 feet 9. 8 inch Sched 40 PVC cap, Quantity: 8 each 10. 15 inch HDPE culvert (Corrugated pipe with smooth liner), Quantity: 7 feet 11. 15 inch HDPE cover (to fit on the end of a 15 inch HDPE culvert), Quantity: 1 each 12. 2 inch HDPE, 160 PSI pipe, 1000 foot rolls, Quantity: 24 each Award will be made to the lowest responsive, responsible quoter that is most advantageous to the government. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Evaluation factors will be based on price. This is an amendment to clarify the following issues regarding the pipeline material: Item # 5: 2 inch curb box and riser (must fit 2 inch curb stop valve listed in item #4) Quantity: 7 ea. We need a 5 ft. 6 inch to 6 ft. 6 inch bury depth. Item #6: 60 inch extension rod for curb stop valve, Quantity: 7 each. Please change this to a 63 inch rod. Item #7: 1 1/4 inch pressure relief valve, Quantity: 1 each. It must be set at 25 psi or be able to be set at 25 psi. The closing date for this combined synopis/solicitation is being extended until 8/7/08. Vendors must sign this amendment and submit it with their quote.
