ENHANCED HIV/AIDS CONTROL PROGRAM

Contract for Delivery of services for vulnerable population i.e. Female Sex Workers (FSWs) in geographical boundaries of selected cities throughout Sindh.

This request for Expression of Interest (EOI) follows the general procurement notice for this project that was published in the UN Development Business, Issue # 576 of February 16, 2002.

1. The Government of Pakistan (GOP) has received a credit and grant from the World Bank to implement an Enhanced HIV/AIDS Control Program aimed at strengthening and expanding its efforts to control the spread of HIV. Currently, Pakistan has entered into a phase of concentrated HIV epidemic among vulnerable/high risk populations such as injecting drug users, hijras etc. Development and implementation of targeted interventions to provide a package of services to facilitate behavior change among these populations groups is critical in averting a larger HIV epidemic in the country. The Enhanced HIV/AIDS Control Program based on the National Strategic Plan is being implemented in all provinces and AJK in addressing the challenge in a comprehensive and systematic manner.

2. The Government of Sindh is one of the six agencies that are implementing the above program. The Department of Health through the Provincial AIDS Control Program (PACP) Sindh is entrusted with providing leadership for implementation of the program within the jurisdiction of Sindh..

3. The Provincial AIDS Control Program now invites Expression of Interest from Firms/NGOs/Organizations/Institutions hereafter referred to as organizations interested to work with Female Sex Workers (FSWs) for preventing and controlling of HIV/AIDS and STIs. The successful organization will be required to implement a defined “Service Delivery Package” among female sex workers in selected cities throughout Sindh. This is envisaged to be implemented by working closely with this group and other local stakeholders to develop an enabling environment in close collaboration with PACP.

4. PACP now invites interested organizations to indicate their interests in providing HIV/AIDS prevention services to FSWs. The organizations are requested to provide information indicating their interest in providing the services. The expression of interest should be accompanied by documentary evidence demonstrating past experience of working on HIV in the social sectors especially with the female sex workers, availability of qualified professional staff, examples if any of undertaking similar projects in Pakistan or in South Asia, brochures and company profile. Consultant may associate with other consultants to enhance their qualification.

5. The Organizations will be selected in accordance with the procedures set out in the World Bank guidelines, selection and employments of consultants by the Bank Borrowers, January 1997, revised in September 1997, January 1999 and May 2002.

6. Interested Organizations may obtain additional information and background documents from the office given below from 0900 hrs to 1500 hrs.

7. Only short listed firms will be contacted to submit technical and financial proposals on the specified ‘Request for Proposals (RFP)’ format. The Expression of Interest should reach at the address mentioned below by 1500 hours on August 15, 2008.
