Procurement of Leakage Detection Equipment

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in dgMarket and Development Business, issued on 31 March, 2008.
2. The Republic of Kazakhstan has received a grant of European Community through the International Bank for Reconstruction and Development toward the cost of Ust-Kamenogorsk Environmental Remediation Project, and it intends to apply part of the proceeds of this grant to payments under the Contract UKER-EC-G2 “Procurement of leakage detection equipment”.
3. The Committee for Water Resources of the Ministry of Agriculture of the Republic of Kazakhstan now invites sealed bids from eligible and qualified bidders for procurement of control and measuring equipment for waste and ground water analysis in the East Kazakhstan Oblast of the Republic of Kazakhstan.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (dated may 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the Committee for Resources, MOA RK, contact person A. K. Kenshimov, Deputy Chairman, e-mail consultants_astana@nursat.kz and inspect the Bidding Documents at the address given below.
6. The bidders shall submit audited financial statements for the last three years (2005, 2006, and 2007).
A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee in the amount of 10 thousand tenge for local companies or 80 USD for foreign companies. 8. Bids must be delivered to the address below not later than 4.30 p.m. of the local time on September 10, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 4.30 p.m. of local time on September 10, 2008. All bids must be accompanied by a “Bid Security” of 1.5 mln. tenge or an equivalent amount in a freely convertible currency.
