CONSULTING SERVICES

This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business on 30 April 2004 and EOI published at the on line version of the UN Development Business on 21 July 2008

The Government of Romania – Ministry of Development, Public Works and Housing has received a loan from the International Bank for Reconstruction and Development towards the cost of “Hazard Risk Mitigation and Emergency Preparedness Project” and intends to apply part of the funds to cover eligible payments for “Preparation of an Energy Sector Risk Assessment Study.

The services consist in preparation of a comprehensive risk and vulnerability assessment of electricity, gas and oil for Lifelines facilities located in the Vrancea earthquake zone.
In the electricity field, the study will assess the vulnerability of power generating facilities (in hydro and thermo stations), major substations, main transmission lines and other critical facilities.
In the gas field, production and distribution facilities, including regulation facilities for transit and import uses, and compression stations will be the main focus.
In the oil industry, priority will be given to the assessment of the vulnerability of refineries, storage tanks and pumping stations, including development of cost-effective mitigation priorities and strategies.
The study will lay the foundation for follow-up work on a detailed cost-benefit analysis of investments needed to address vulnerability of critical facilities, including prioritization of investment projects, providing opportunities for other donors' contributions to reduce the vulnerability of this critical sector of the Romanian economy.


The interested consultants/designers must provide documents indicating their experience and qualification to perform the below listed services:

• Specific experience in preparation of studies for Energy Sector Risk Assessment for earthquake zones;
• Similar experience: contracts carried out within the last three years;
• Qualified and experienced personnel in similar assignments;
• Logistic resources of the consultant company.

The Project Management Unit within Ministry of Development, Public Works and Housing now invites eligible consultants to indicate their interest in providing the above listed services. Interested consultants must provide information indicating their qualification in performing the services (brochures, description of similar assignments, references from clients, experience in similar conditions, appropriate skilled staff).

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the entire assignment and shall sign the contract in case of award is made to that JV group. The members of the JV will assign a leading firm based on common agreement. Interested consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing.

The Consultant Firms may apply individually or under an association. A consultant can not apply both alone and in an association or in more than one association for this assignment.
Consultants will be short listed in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
