INDIVIDUAL CONSULTANT FOR EVALUATION OF COMPENSATION GUIDELINES
FOR POULTRY IN LAOS

The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank, and intends to apply part of the funds to cover eligible payments for the consultancy on evaluation of compensation guidelines for the Avian and Human Influenza Control and Preparedness Project (IDA Grant No. H243-LA, Grant No. TF057185 and TF056737). The services include evaluation of compensation system in Lao in the context of increasing examples of good practice and advising in areas where the current system can be strengthened and improved. The specific objectives comprise reviewing of the Current Guidelines to assess the extent to which these were applied during the February/March outbreaks in 2007 and 2008 and cross-check adherence with the procedural steps to effect payment as required under the guidelines. To achieve that, the consultant will be required to undertake interviews with a representative sample of beneficiaries in affected districts, as well as officials administering the compensation payments, to ascertain their perspectives on the efficiency, equity, and effectiveness of the compensation payment system and their suggestions for improvements.

The National Avian and Human Influenza Coordination Office (NAHICO) now invites eligible individual consultants to indicate their interest in providing the services. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition), following the Individual Consultants’ Selection (IC) method.

The candidates should meet the following qualification requirements:

• A university degree in rural development/social sciences or economics. Familiarity with the issues surrounding compensation schemes in the rural development sector highly desirable;
• At least five years experience in undertaking community-level surveys;
• Excellent oral and written communication skills in English are required and experience in producing concise, well-structured reports of this kind is highly desirable;
• Good ability to communicate with a wide range of stakeholders including Government officials, technical specialists, and the public;
• Strong analytical skills and ability to work effectively with quantitative and qualitative data;
