Pakistan Steel invites Sealed “Technical” and “Commercial” proposal in separately marked envelopes(s) for the procurement of 40,000 MT (±10%) in one shipment, of Flat Battery Produced Metallurgical Coke from the Manufacturers/ Producers/ Authorized Sole Agents (sole agent means having authority to sell the coke production of the Manufacturer / Producer to Pakistan Steel), having sound financial position and standing reputation in the International Market. Coke shall be shipped in vessel size of 50,000 MT (±10%) capable of unloading Coke at Iron Ore and Coal (IOC) Berth of Pakistan Steel, Port Muhammad Bin Qasim Karachi, on FOBT as well as on CFFO Basis, as per delivery schedule and specifications given hereunder.
Quantity and Port Restrictions: - (a) Quantity: - 40,000MT (±10%) depending on the available draft IOC Berth of Pakistan Steel at Port Muhammad Bin Qasim. The port restrictions and draft declared by the Port Authority mentioned as under (or notified by Port Qasim Authority): - IOC Berth Pakistan Steel
Description: - LOA: 230.00 Meter (max), Beam: 40.00 Meter (Max), Draft: 11.00 Meter (Max).
Sampling and Analysis: - At Load Port: - By a reputable international inspection agency to be purpose by Seller and approved by the Buyer.
Note: - Pakistan Steel has also right to appoint inspection agency at discharge port for Counter Quality Check.
Destination: - Port Muhammad Bin Qasim, Karachi, Pakistan.
Manufacturers / Producers / Sole Agents and / or the offered coke originating from Israel are not eligible for participation in the tender.
Validity of Offer: Offer of FOBT and Freight will be 10 days.
Two envelopes i.e. Technical and Financial Proposal will be submitted on due date of 12.08.2008 respectively.
The information/ data shall be used for assessing the suitability of Coke for use in Pakistan Steel Blast Furnace as per evaluation criteria mentioned in tender documents.
The tender should be supported by the necessary Government approval, if required under the regulation of the Government of the country from where Met Coke is proposed to be supplied.
The terms and conditions for procurement are specified and given in the prescribed proforma, to assist the Manufacturers/ Producers/ Sole Agent in preparation of their tenders for supply of Met Coke to Pakistan Steel and shall be bound for tender purposes.
Terms and conditions of formal contract to be entered and shall be discussed separately at the appropriate time with successful bidders (Producer / Manufacturers /Sole Agent).

Closing Date: Last date for receipt of “Technical” and “Financial” offers by mail or courier service, addressed to DGM/ Incharge, Bulk Material Department, P.O. Box-5429, Pakistan Steel, Bin Qasim, Karachi shall be 12.08.2008 by 14:00 hours latest. “Technical Offers” shall be opened at 15:00 Hours on same day in Technical Library located at Operation Building, Pakistan Steel, Bin Qasim, Karachi and “Financial Offers” of the technically pre-qualified bidders shall be opened publicly at an earliest appropriate date and time, which shall be notified later.
