PRESOLICITATION NOTICE-SOURCES SOUGHT: The Department of Defense (DoD) TRICARE Management Activity (TMA) is seeking qualified sources to submit offers in the competitive acquisition to provide healthcare support services to the Department of Defense (DoD) TRICARE Overseas Program (TOP) in locations outside the 50 United States and the District of Columbia. The anticipated solicitation issue date is tentatively scheduled for approximately July 31, 2008. This acquisition will be for full and open competition after exclusion of sources and will not be set aside for small or small disadvantaged businesses.

Interested parties should register at the TMA solicitation website, to be notified of the issuance of the solicitation and to receive updates regarding the solicitation and responses to potential offeror questions via e-mail. The registration capability will be available on the TMA website on or about July 18, 2008. This list will be considered the solicitation mailing list and is available on the web site. In order for potential prime contracting offerors to be aware of small businesses interested in subcontracting opportunities, small and small disadvantaged businesses are encouraged to register on the web site.

After the solicitation is issued, a question-and-answer forum will be established on the solicitation web page. All questions will be posted as submitted, although names of the parties submitting the questions will not be posted. The cut-off date for receipt of questions will be three weeks after the date the solicitation is issued.

The successful healthcare contractor shall assist the TRICARE Overseas Program (TOP) Director, TRICARE Area Office (TAO) Directors, and Military Treatment Facility (MTF) Commanders in operating an integrated healthcare delivery system which effectively combines the resources of the military's direct medical care system with the contractor's support services.

This modification is a publication of the release notice for the TRICARE Overseas Program (TOP) solicitation. The presolicitation notice was posted to FEDBIZOPPS on July 16, 2008. The solicitation has been issued as of August 18, 2008. The closing date for receipt of proposals is 2:00 pm Mountain Time on October 17, 2008. This solicitation will result in award of one contract to provide healthcare support services to the Department of Defense (DoD) TRICARE Overseas Program (TOP) in locations outside the 50 United States and the District of Columbia. The performance period under the resultant contract will include a base period (transition-in period), five one-year option periods, and a transition-out period. The value of the contract is estimated at approximately $260 million. The competitive negotiated source selection procedures, in accordance with the Federal Acquisition Regulation, will be used to determine the successful offeror. This acquisition shall be for full and open competition after exclusion of sources and will not be set aside for small or small disadvantaged businesses. All responsible sources may submit a proposal and shall be considered by the agency. The solicitation is available through the TRICARE Management Activity (TMA) solicitation web site only; no hard copies or disks will be mailed. The solicitation is at http://www.tricare.mil/contracting/healthcare/solicitations/. A question-and-answer forum for potential offerors has been established on the solicitation web page. The cutoff time for receipt of questions is 4:00 PM Mountain Time on September 8, 2008. Questions will be numbered and posted for public viewing, although names of the parties submitting the questions will be removed. Offerors interested in submitting an offer must register on the TMA solicitation website in order to be added to the solicitation list of interested parties, and to ensure receipt of a notice in the event an amendment is issued, or any other notice from the contracting officer. This list will be considered the solicitation mailing list. In order for potential prime contractor offerors to be aware of small businesses interested in subcontracting opportunities, small and small disadvantaged businesses are encouraged to register on the web site. TRICARE data is available on the TMA website at http://www.tricare.mil/contracting/healthcare/solicitations/. The TRICARE data may be updated or revised at any time. Potential offerors may order detailed level data following the instructions at J-11a at the same website.
