This project will be accomplished through the use of a stewardship contract, which authorizes BLM to enter into a service contract allowing for services for fuels reduction and forest health with vegetative material removed to be applied as an offset against the cost of services received (Public Law 108-7). Location: West from the town of Kilgore on Antelope Valley road for 2.5 miles. Turn right on Hillman Ln. Follow Hillman Ln. then turn left on Forest Road #006 to get to unit #1. To get to unit #2, instead of turning right onto Hillman Ln., turn right on the private road, and proceed through the gate. Follow the private road for approximately 1 mile to the unit boundaries. Unit boundaries are flagged in orange and designated with "timber harvest boundary" signs. The service work units are located off the Yale-Kilgore Road. To reach these units, travel 2.0 miles north on Highway 20 from Island Park Ranger Station. Turn left onto the Yale-Kilgore road. Go approximately 7.5 miles to reach the service work area. Unit boundaries are flagged/marked in orange and designated with "timber cutting boundary" signs. A site visit has been scheduled for Tuesday, July 22, 2008. Participants meet at: BLM, Idaho Falls District Office, 1405 Hollipark Drive, Idaho Falls, Idaho 83401. The Request for Quotations will be available on or about July 24, 2008. Potential offerors are to provide their own transportation at no cost to the Government. The Government assumes no liability on behalf of offerors attending the site visit. Offerors intending to attend the site visit tour shall contact Channing Swan at (208) 478-6389 at least 48 hours before the scheduled site visit and advise of the firms' name and number of persons that will attend Prospective contractors must be registered in Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror ineligible for award. Prospective contractors shall also complete their annual representations and certifications (ORCA) prior to award. Information on CCR registration can be obtained via the internet at http://www.ccr.gov and for ORCA at http://orca.bpn.gov. The Request for Quotations will follow this Announcement. No hard copies of the solicitation will be sent out by this office but will be available on the website at http://ideasec.nbc.gov. Response date for quotes will be on August 12, 2008. The North American Industry Classification System (NAICS) code for this procurement is 115310. Small business size standard is $16.5 million.
