INTERNATIONAL CONSULTANT TO DEVELOP A FINANCING FORMULA FOR PUBLIC HIGHER EDUCATION

Expressions of Interest

The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Bank toward the cost of the Education Excellence and Equity Project and intends to apply part of the proceeds for consultant services for the “International Consultant to Develop a Financing Formula for Public Higher Education”.

The main objective of this technical assistance is to develop a financing formula for public higher education in Albania. This will include the elaboration of criteria for resource allocation and the design of mechanisms by which the funds would flow to institutions of higher education. Technical assistance will be provided to the Higher Education Policy Department and Budget Planning Department in Ministry of Education and Science (MOES) and to public higher education institutions implicated in the funding formula.

Scope of Services

The main activities of the International Consultant to Develop a Financing Formula for Higher Education will include as follows:

1. Define the financing formula in higher education and criteria and components of the formula. Elaborate criteria for resource allocation and the design of mechanisms by which the funds would flow to institutions of higher education.
2. Describe, diagram, and analyze the mechanisms and capacities for collecting precise data on unit costs and flow of funds (income and expenditure) at public higher education institutions and provide recommendations on ways to improve data collection capacity for financing;
3. Calculate the precise unit costs by discipline or study program at each of the public higher education institutions in Albania.
4. Draft revisions of the legal framework to clarify the procedures for allocating government resources to public higher education institutions through application of the proposed funding formula. Present and discuss the financing formula for higher education with the Higher Education Policy Department in Ministry of Education and Science and with other institutions involved in higher education and analyzing the respective comments during a seminar. Presentation of the new financing formula through illustration of different international experiences.

Timing

The assignment is planned to start in August 2008 and continuing through October 2008 and the Consultant is expected to spend 25 days during this period. It is recommended that the consultant divide the time spent in Albania in two missions.

The Ministry of Education and Science now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (comprehensive Curriculum Vitae outlining academic background, description of similar assignments performed, work experience in similar conditions, and their availability, etc.).

General Qualifications and Skills

The International Consultant to Develop a Financing Formula for Higher Education in Albania must fulfill the following criteria:
• At least 15 years of professional work experience in higher education, development and reforming the education sector, financing of higher education;
• Experience in international area in similar projects;
• Experience in financial schemes of higher education in other European countries in order to adapt them with legal provisions, developments and reforms undertaken in the higher education sector in Albania;
• Interpersonal skills and ability to work in group;
• Strong knowledge of the English language (speaking and writing) and computer literacy;
• A PhD or Master’s Degree in fields related to finance or higher education.

The Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004), based on Individual Consultant’s selection method (IC).
