International Assistance for the Structure and Curriculum of the Upper Secondary Education

Expressions of interest

The Republic of Albania has received a credit from the International Development Association – IDA, European Investment Bank and the Development Bank of Council of Europe to cope with the costs of the project “Education Excellence and Equity”, and aims to apply a part of the credit to payments under the contract for “International Assistance for the structure and curriculum of the upper secondary education”.

The main purpose of this assignment is to consult the Institute of Curriculum and Training (ICT) in:
- The process of implementation of the policy paper on the structure of the upper secondary education system;
- Developing the curriculum reform of the upper secondary education and drafting the process of its implementation.

The services of this assignment include:
 Assisting ICT in developing a sustainable new vision and education policy for Secondary Education system in Albania;
 Supervising the development of the key curriculum policy documents for Secondary Education: Curriculum Framework, Curriculum Standards, syllabuses;
 Assisting the development of curricula for Secondary Education;
 Assisting the piloting process of the curriculum for the secondary education
 Supervising the internal and external consistency as well as horizontal and vertical coherence of the Curriculum for Secondary Education;
 Assisting the ICT in developing an integrated and balanced curriculum for secondary education;
 Assisting the ICT for better integrating the ICT in the curriculum for Secondary Education;
 Assisting the ICT in the integration of vocational education in the curriculum for Secondary Education and in establishing a balance between academic and vocational aspect of this education
 Assisting in developing quality curriculum guidelines and Curriculum Support Package (CSP) for Secondary Education and supervising the quality of its implementation
 Identifying the professional development needs of its staff in terms of Secondary Curriculum development and implementation;
 Design of mid-term professional development plan. (Among others the plan should include the foreign outstanding institutions for certification purpose and a list of resource materials for the ICT).

Timing
This assignment is planned to start in mid-September 2008 and continuing through December 2008. The firm is expected to spend 30 working days on the assignment.

The Institute of Curriculum and Training (ICT) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Summary of relevant experience of the firm, description of similar assignments, experience in similar conditions, CV for the key personnel, letters of recommendation, etc.).

Qualifications Requirements
The firm should have a Project Manager, who should have at least a Master Degree in Education (preferably in curriculum/secondary education related studies), and minimum of 10 years of professional working experience in education, education sector development and secondary education reforms and at least 2 experts, who should have a university diploma and minimum 5 years of experience in similar projects.

Specific Qualifications and professional experience for all the firm staff.
• Solid practical experience and proven track record in secondary education development and implementation in both national and international settings;
• Deep knowledge and understanding of the international trends and issues in secondary education development;
• Experience in secondary education reforms in the Central and Eastern Europe,
• Competence to work on analytical and research-oriented tasks;
• Excellent skills in working teams of professional staff;
• Proven report writing skills;
• Excellent command of spoken and written English;
• Good ICT skills;

The Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004), based on Consultant’s qualifications selection method (CQ).
