in the education sector- Recruitment of Expert Service Infrastructure"

Expressions of Interest

The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Bank toward the cost of the Education Excellence and Equity Project and intends to apply part of the proceeds for consultant services for individual international consultant for “Feasibility study and pilot study for the connection in the education sector- Recruitment of Expert Service Infrastructure”.

The MoES and UNDP have been leading an effort to establish computer labs, a training curriculum, teacher certification processes, and Internet access for the schools of Albania. MoES has been successful in the first three areas.

Now, Albania’s education sector needs a network that can support the e-Schools project, National Digital Library, and EMIS, and other future initiatives. Such a network will have to be broadband–providing high-speed access to all its users, robust, and scalable. Collectively, this project is referred to as the Education Network of Albania (ENEA).

General Objectives
The objective of the ENEA is to provide free broadband service to all the 2800 schools (the “ENEA users”) in the country by June 30, 2010. The ENEA will thus enable the development of a networked education model, and will enable macro-economic development. The MoES seeks to hire an individual consultant who will develop a methodology and process along with tender documents for an international competitive bidding (ICB) process that will award one winner on a national level with a contract to provide broadband service to ENEA users for a ten-year period.

Scope of Services
The main tasks of this consultant service are as follows:
the consultant in close collaboration with the MoES and other designated consultants, would assist in the development of technical specifications, preparation of tender documents, implementation of the ICB process, and provide ongoing implementation support as necessary.

Timing

The assignment is planned to start in July 2008 and continuing through December 2008 and the Individual Consultant is expected to spend three weeks during this period. The Ministry of Education and Science now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (comprehensive Curriculum Vitae outlining academic background, brochures, description of similar assignments performed, work experience in similar conditions, knowledge of local {or similar} context and their availability, etc.).

General Qualifications and Skills

The consultant should have the following specific qualifications and experience:
 Experience preparing the service portfolio for similar projects including the technical and financial elements.
 Experience writing tender documents that specify details of the network services, speed, quality, deployment schedule, support system and fees for establishing and maintaining these connections
The consultant must have as a minimum the following qualifications:
 Consulting experience in a similar project to the one covered by this notice
 Experience with writing and/or responding and participating in ICBs, with minimum 5 years of presenting complex technical issues and report writing skills

Selection Criteria
A contract will be awarded to the consultant whose offer is the most advantageous taking into account
 The consultant’s experience;
 Proven track record in timely delivery of high-quality work in similar areas;
 Competitiveness, financial considerations, price and quality.

The Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004), based on Individual Consultant’s selection method (IC). Consultants working for firms can also apply, selection will be based on individual CV’s but contract can be signed with parent company.
