Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 631 of May 31, 2004.

Montenegro has received a credit from the International Development Association (IDA) in the amount of US$ 5 million equivalent toward the cost of the Montenegro Pension System Administration Investment Project, and intends to apply part of the proceeds of this credit to payments under the contract for the Technical Assistance in Study and Analysis of Current Institutional Setup on Labor Market and Estimation of the Development of the Domestic Labor Market in Montenegro.

The basic aim of the project is to analyze and research the characteristics of the labor market Montenegro, from the perspective of its limitation for pension reform implementation, as well as impact of planned reform on the labor market, and vice versa. Also, the aim of the research is to provide a projection of the future development of the labor market, particularly taking into account the planned reform of the pension system and its impact on the labor market.

The research shall focus on the following:

I Analyzing labor market performance in Montenegro,

II Analyzing the link between labor market and pension reform,

III Determining the perspectives for further development for both pension system and labor market.

The Government of Montenegro now invites eligible companies to indicate their interest in providing the services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions/regions, availability of appropriate skills among staff, local presence, etc.). Firms may organize EOI in the following manner;

1. A Brief description of the Firm;
2. A List of Key staff of the firm along with indication of their academic background;
3. Brief CVs or resumes of key staff;
4. List of major projects or clients that illustrate a proven capacity to undertake such a project;

Companies may associate to enhance their qualifications.

A company will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (Selection Based on the Consultant’s Qualifications).
