The Mekong River Commission Secretariat hereby invites proposals to provide consulting services for: “Documentation of
the guidance for the Lower Mekong Basin on dam impact forecasting assessment and mitigation” in order to:

(a) Undertake a thorough review of the relevant literature including published papers, reports and regional environmental impact assessments (EIAs);
(b) Consult with regional EIA practitioners and local stakeholders affected by hydropower dams in the basin;
(c) Based upon the results of (a) and (b), prepare and submit a Draft Technical Report including best practice guidelines structured according to Annex 1; and
(d) Revise or amend the report according to peer review comment and re-submit the Final Technical Report.

The consultant is invited to submit a technical proposal and a financial proposal. Those submitting tenders must submit a covering letter and provide references to examples of previous work which can be used to gauge the quality of their reports. The technical proposal (criterion 4) should be submitted as an addendum to the covering letter. The financial proposal (criterion 5) should be submitted in a separate sealed envelope.

Deadline for submission of the proposal is 18 August 2008 at or before 16:00, Lao time
