SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
56SDA1-K, Central Operational Control and Automation Kilden.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: Kristiansand, Norway.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The contract
comprises of participation in the interaction phase as well as an option
for delivery of a control plant and automation to Kilden, Theatre and
Concert Hall for Sørlandet. The automation installations will comprise of
substations and instruments for controlling, regulating and monitoring
climate and technical building installations. This also comprises of the
installation of EIB/KNX for controlling lighting, water, sewage and
heating, etc. The control plant shall be served from several places in the
building and it will be configured for different user groups. The system
shall also exchange data with other systems and components. Full support
is therefore required for OPC, BACnet, Modbus, EIB/KNX and LON.
The completed system will include approx. 5 000 data points.

INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Interaction phase
1) SHORT DESCRIPTION: The lot consists of engineering design assistance
up until the completed detailed project in co-operation with the awarding
authority and the awarding authority's consultants. The engineering design
assistance will not include responsibility for the engineering design's
result. The consultants who have already been chosen by the awarding
authority, see B 2.2 will be responsible for the engineering design
services, according to the National Building Codes.
The contract terms are divided into special contract terms and general
contract terms. The general contract terms are based on NS 8401 General
Contract Terms for Engineering Design Assignments and are the same
contract terms which are valid for all the consultant contracts in the
project.
The special contract terms are in the contract document and the tender
documents, and are worked out for suppliers who assist the awarding
authority and its architect and consultants with their competence in
detailed engineering design services, in order to ensure efficient
construction and a good basis for the work in the construction phase.
2) COMMON PROCUREMENT VOCABULARY (CPV): 74232000.
3) QUANTITY OR SCOPE: The contract will have a fee limit based on the
offered hourly rates and extent stated in the tender documents. The
contract is based on NS 8401 and invoices are to be sent after the
incurred time, see part C.
LOT NO 2
TITLE: Construction and works phase
1) SHORT DESCRIPTION: The construction and works will be an option for
the awarding authority when the contract is signed. The aim is that this
option shall be used, but the awarding authority has the right not to take
it up, see point B 2.3.1 in the tender documents. The terms in parts C3
and C4 shall not be changed if the option is used, with the exception of
the compensation adjustment resulting from the final description of the
amount with the accompanying drawings, after completion of the interaction
phase, see point B 2.3.1.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: See the tender documents.
The Purchasing Authority is acting on behalf of the following
organisations:
A separate project organisation shall, on behalf of Kilden TKS IKS, carry
out the planning and construction of the project.
Kilden TKS, new Theatre and Concert Hall for Sørlandet in Kristiansand.
The whole project has a total cost limit of 1 100 000 000 NOK, 2003 price
level. The financing is ensured and based on the project being completed
for the start of trial operations in the autumn/winter of 2011.
Relevant contractors will sufficient capacity and competence are invited,
see the contractor requirements, to give a tender for 56SDA1-K, Central
Operational Control and Automation Kilden.
The contract comprises of both assistance with detailed engineering design
services in a separate interaction phase and the actual construction.
— Contract for the interaction phase and an option for construction by
1.10.2008,
— The awarding authority's decision about whether the option about
construction shall be used will be tentatively decided on 31.12.2008.
