The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has received a loan from Japan Bank for International Cooperation towards the cost of the Pro Poor Rural Development Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the following contract
The Southern Provincial Road Development Authority is the Implementing Agency on behalf of GOSL for the Project.
The Chairman of Procurement Committee, General Manager, Southern Provincial Road Development Authority invites sealed bids from eligible private sector contractors who are registered with the Institute of Construction Training & Development (ICTAD) as Grade M9 Building Construction, not later than fourteen (14) days prior to the closing of submission of bids and continue to hold same during the period of the proposed contract given at (1).above.
Eligible bidders may obtain further information and inspect the bidding documents consisting of Bidding Procedures, Employers requirements and conditions of Contract & Contract Forms and other necessary documents, from 11/07/2008 until 01/08/2008 during working hours, from 8.30 a.m. to 3.00 p.m. at the following office.

A complete set of bidding documents may be purchased by interested eligible bidders on submission of a written application to the address given above and upon payment of a non-refundable fee of Rs. 1000/=.
Bidders may bid for any or all the Contract package. Contract award will be made to the bidder that submits the lowest evaluated substantially responsive bid, and if a bidder submits several successful {lowest evaluated substantially responsive bids), such contracts are awarded to such successful bidder, irrespective of the number of successful contracts that it submits, provided that it is determined to be capable of simultaneously undertaking the works under the various contracts being awarded to it.
Each bid and bid security (Bid security should be either a bank guarantee or a bank draft obtained from a reputed bank) in a sealed envelope must be delivered to Chairman, General Manager's Procurement Committee, Southern Provincial Road Development Authority, 19, Lower Dickson Road, Galle, at or before 10.30 hours on 04/08/2008. Contract Name should be written on top left hand corner of the envelope.
Bids will be opened immediately thereafter in the presence of bidders or their representatives who choose to attend.
The Employer will not be responsible for any cost or expenses incurred by the Bidders for the preparation or delivery of Bids.
