NASA/GSFC has a requirement for the coating services of oscillator, preamplifierand amplifier slabs using ion-beam sputtering (IBS) technique. NASA/GSFC intends to purchase this service from Advanced Thin Films, LLC only. They havethe unique capability and knowledge to process these slabs to meet our stringent coatingrequirements. The oscillator, preamplifier zig-zag slabs are critical components for thelaser development for the ICESat II Program. Extensive literature and market researchhas been done and ATFilms is the ONLY vendor that offers IBS coating and have thetechnical expertise in coating these components.Authority is FAR 13.106B(1) Only one source reasonably available.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 31, 2008. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
