Broadcast Television and Radio Automation Systems

CBC/Radio-Canada is inviting Proposals from industry in reply to its Request for Proposals for Broadcast Television and Radio Automation Systems (“RFP”).

This RFP invites companies to submit proposals for the following:

Provision of a Television Broadcast Automation System which will be deployed at the network presentation facilities at the Toronto Broadcast Centre, with an optional Radio Broadcast Automation System that may be procured and implemented in Toronto Broadcast Centre, over next two (2) to three (3) years at CBC / Radio-Canada's discretion.
The new Television Broadcast Automation system will control centralized integration of all CBC / Radio-Canada English Television Network (ETN) channels and a number of specialty channels, with improved efficiency and on-air presence quality. It will support the latest advances in digital media handling and presentation technologies, including remote (off site) control and monitoring, provide file based media processing and media asset management (MAM) functionality, and be closely integrated with traffic, archiving, broadcast server and other systems deployed at CBC / Radio-Canada in support of the new (file-based) workflow.
The new Radio Broadcast Automation System will meet the CBC / Radio-Canada's requirements for English Radio, and interface to CBC / Radio-Canada supplied routing switchers, traffic, archiving and audio recording and playback systems such as Dalet, and other peripheral equipment.
Ideally the CBC/Radio-Canada is looking for one automation system that can be used by both TV and Radio. If there is no single automation system that the CBC / Radio-Canada deems suitable for its application the CBC / Radio-Canada will choose the automation systems best suited for Radio and TV. In this case the radio automation system will be chosen at a later time.

This RFP is opened only to suppliers who meet the following mandatory requirements:

1. Provide evidence that your company is either a Manufacturer of the above equipment or their designated representative in North America.
2. The proponent must have a place of business and provide full system support from facilities based in North America.
3. CBC/Radio-Canada will consider only Proposals from Proponents with established business in the field of broadcast television and radio production and/or presentation systems. You must provide evidence of successful integration of similar sized Broadcast Automation Systems with major Broadcast Networks.

In order to receive a copy of the RFP documents, you are required to, no later than July 18, 2008, 2h00pm Eastern Daylight Time, provide written evidence that your company meets the mandatory requirements, namely:

1. A letter signed by a duly authorized agent complete with supporting documentation indicating that the mandatory requirements are met.

In addition, you will be required to sign a Confidentiality and Non-Disclosure Agreement (“NDA”). Following receipt of the signed NDA and a positive assessment of your company’s submissions, you will be provided with an electronic copy of the complete RFP.

Any contact with CBC/Radio-Canada at this stage of the RFP process must be undertaken by email only, through the CBC/Radio-Canada representative whose coordinates appear below. All email titles pertaining to this RFP must include the RFP number (RFP # BET20080620).

Responses to the RFP are due no later than August 19, 2008, 2h00pm Eastern Daylight Time.
