The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis services in support of the Commander Navy Recruiting Commands Hispanic recruiting strategic plan. The Commander, Navy Recruiting Commands (CNRC) U. S. Navy Reserve Officers Training Corps (NROTC) will work in collaboration with Advancing Hispanic Excellence in Technology, Engineering, Math and Science Foundation Inc. (AHETEMS), to increase the number of qualified Hispanic NROTC applicants. The United States Navy is an elite force of highly trained professionals dedicated to protecting our nations freedom and ensuring a secure future for America. Recruiting for the all-volunteer armed forces has challenged the Navy to spend considerable time and resources to find the best and the brightest to fill the enlisted and officer ranks. Recruiting, retention and promotion have been at the fore-front and an integral part of the Navys mission. The Officers and sailors in the fleet are better trained and even more efficient, which is a direct result of better recruiting and retention methods. The mission of the Commander, Navy Recruiting Command is to recruit the best quality men and women from the diverse population of our country to fill the Navys ranks and focus on the outcomes by executing best business practices and maintaining an effective, motivated and diverse, active & reserve recruiting force. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with AHETEMS, under the authority of FAR 6.302-1. AHETEMS, is the most appropriate known provider of these services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 813920. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
