Request for Expressions of Interest (REOI)

The Kingdom of Cambodia represented by the Ministry of Economy and Finance ( MEF) has received financial assistance in the form of a grant from Japan’s Policy and Human Resource Development Fund, in conjunction with the International Development Association (IDA) for the Provincial and Rural Infrastructure Project (PRIP). This grant will be utilized to procure a team of consultants (“the Consultant) to provide Technical Assistance in four aspects of the works for Ministry of Public Works and Transport (MPWT), namely (a) Capacity and Human Resources Development, (b) Capacity Building for Environmental and Resettlement Monitoring, (c) capacity building in procurement and good governance planning, and (d) strengthening of financial management. This advertisement is for a Consulting Firm (international and national consultants) to undertake items (a) and (b), Capacity and Human Resources Development and Capacity Building for Environmental and Resettlement Monitoring.

The objectives of the consultancy are:

1. For Capacity and Human Resources Development:
(a) conduct a quick assessment of the organizational structure of MPWT and MRD including the roles and
responsibilities of each functional unit related to the PRIP project;
(b) identify the human resources development needs for PRIP implementation;
(c) prepare and deliver a training program to cover the skill gaps on the core functions for PRIP implementation;
(d) review and comment the key performance indicators data collection tables and reports, for improvement and training of relevant MPWT and MRD project monitoring staff.

2. Environmental and Resettlement Monitoring:
(a) conduct a quick assessment of the current skills and gaps required for effective implementation and monitoring of the safeguard measures of key departments of MPWT and MRD;
(b) develop materials for environmental management and monitoring, and conduct training for key MPWT and MRD staffs;
(d) complete the development of the technical Environmental Guidelines for road projects;
(e) conduct training on safeguard requirements, supervision, and monitoring for key staff responsible for safeguard – related activities for PRIP and RAMP.

The MPWT invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The consultants may associate with other consultants to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank ‘s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
