1) The Government of Sri Lanka has received a loan from the Asian Development Bank ("ADB") in various currencies towards the cost of the North East Community Restoration and Development Project (NECORD-II) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract described in the following schedule
2) The Chairman, Project Procurement Committee, NECORD hereinafter referred to as Employer now invites sealed bids from eligible bidders.
3) Bidders should provide proof of previous supply and after sales requirements as specified in the bidding document.
4) Bidding is open to foreign suppliers from eligible sources or their accredited local agents
5) The bidder shall not be under a declaration of ineligibility for corrupt, fraudulent practices or unsatisfactory performance of work as determined by the Asian Development Bank or Government of Sri Lanka.
6) Interested eligible Bidders may obtain further information on the Bid form and inspect the Bidding Documents at the Office of the Project Director, North East Community Restoration and Development Project (NECORD), 55, Kanthasamy Kovil Road, Trincomalee Tel. 026-2227434, Fax: 026-2227401 E-mail: necord@sltnet.lk
7) Bid documents can be purchased from 11th July 2008 up to 23rd July 2008 between 9.30 a.m. and 3.00 p.m. on working days from the above office on payment of non-refundable fee specified in the above schedule.
8) The Bid comprising the documentation necessary as specified in Section I, Clause 11 of the instructions to Bidders must be delivered in accordance with the place, date and time mentioned in paragraph 09 hereof.
9) Sealed Bids accompanied by the relevant Bid security shall reach The Chairman, Project Procurement Committee, NECORD Project Office, 55, Kanthasamy Kovil Road, Trincomalee, Before 2.30 p.m. on 04th August 2008 Bids will be opened immediately thereafter. Bidders or their authorized representatives may be present.
10) All bids must be accompanied by a Bid security as per the Schedule in paragraph 01 hereof.
11) The Employer will not be responsible for any costs or expenses incurred by Bidders for the preparation or delivery of Bids.
