NOTE: Sealed tenders on prescribed Performa are invited from reputed and experienced agencies for following sewerage work on Turn-Key basis. The bid documents win be issued lo the prospective bidders who give a certificate regarding mar fulfillment of eligibility cri¬teria as mentioned at Sr No. 2 below along with Rs 7500V- as cost of tender document in (he term of cross Demand Draft payable at Ludhiana in favour of Executive Engineer. Punjab Water Supply and Sewerage Division No. 3, Ludhiana The offer will be sub¬mitted In three Envelopes to Executive Engineer. Punjab Water Supply and Sewerage Division No. 3. Ludhiana. Envelope One should contain only earnest money as mentioned below in favour of Executive Engineer, Punjab Wafer Supply and Sewerage Division No 3. Ludhiana.
Envelope Two will contain proof of eligibility criteria given at Sr. No.2 and accurate information on any litigation or arbitration result¬ing from the contracts completed/ in progress. Envelope Three will contain financial bid.
Envelope Two will not be opened in case of absence of deposit of earnest money Envelope three *¦ not be opened if the consistent history of award against the bidder and certificate of eligibility criteria found incor¬rect.
2. Eligibility Criteria. c) Annual average turn over of the agency for the last three years should be minimum as per detail given in scope of work. However, tor sewerage works, the total turn over during the last three years shall not be less than as per detail given in scope of work. d) The bidder should also have suitable qualified personnel, minimum 1 degree holder civil Engineer and two diploma holder crvtl Engineers with adequate experience for management and execution of sewerage works.
Scope of Work. Detailed scope of work and specification are given in the Bid document. The quantities and scope of work can be increased or decreased by the undersigned without assigning any reason However brief scope is as mentioned below.
Conditions:- 1) The bid documents can be purchased from the office of Executive Engineer. Punjab Water Supply & Sewerage Division No.3. Ludhiana on any working day during office hours upto 06 08 2008.
2) The Tender documents will be posted or can be sent by counter if expressly desired by the Bidder, at his risk of delays and toss on payment of additional tee of Rs. 50GV- for each work Contractor- Bidders are advised to collect and submit the Tender Documents in person. 3) The last date for submission of bids is 20.08.2006 is upto 02.00 pm and will be opened at 03.00 pm on the same day. Envelope one shall be opened first and thereafter, the Envelope two of eligibility bidders will be immediately opened in the presence of bidders/ their representatives. The financial bids (Envelope-three) will be opened in the presence of bidders/ their representatives on the date to be intimated separately. 4) No bid shall be entertained after schedule date & time. If three day happens to be a holiday, then the bid shall be reserved & opened on the next working day at the approved time.
5. Earnest money will be deposited by the bidder either m the form of crossed demand draft or bank guarantee payable at Ludhiana in favour of Executive Engineer. Punjab Water Supply and Sewerage Division No. 3. Ludhuna of equal amount valid upto 180 days from the date of opening of financial bid. The successful bidder will get the bank guarantee converted into cash, at the time of award of work. Bank Charges it any will be borne by the bidder. 6) In support of annual turnover of the preceding three years, relevant authenticated certified document should be submitted.
7) Only those bidders who meet the eligibility criteria m principle shall be issued the Tender Documents. However the deleted evaluation regarding the Bidder satisfying the eligibility criteria shall be done after the submission of bids. Issuance of Tender Documents does not guarantee that the bidder is meeting the eligibility criteria In this regard, the decision of Engineer-in-charge shall be final.
8) The applicant shall produce authenticated certificate regarding all the above conditions from the client department.
9) All the documents, certificates submitted shall be issued by Engineer-in-charge of rank not below Executive Engineer or Equivalent.
10) Agencies already enlisted with PWSSB. shall have lo apply afresh along with full earnest money and tender document shall be issued only If the agency meets the eligibility criteria defined herein above.
11) Successful bidder / contractor, within 30 days of award of work, shall produce VAT registration No. (TIN) issued by the Department of Excise & Taxation. Punjab.
12)Submission of false Information document by the prospective tenderer will invite dis- qualification from tendering process including forfeiture ol EMD.
