(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
The Bidder shall furnish documentary evidence of their financial standing. Alternatively they shall include a letter from a reputed bank indicating their financial status which will include their ability to perform the contract of magnitude equivalent to the quoted price.
(b) Experience and Technical Capacity
i) The bidder shall be either manufacturer of main equipments included in the lots or a duly authorized distributor/retailer/dealer.
(ii) The Bidder shall furnish documentary evidence to demonstrate that they have successfully supplied, installed and commissioned same or similar nature of equipments during last five years. The list of supplied equipments shall include:
-Name and address of Purchaser with email address/phone No
-Contract no and date.
-Equipments/items ordered/supplied with their respective quantities.
-Scheduled delivery date and actual delivery date.
-Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items.

(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following requirement:
(i) They will be of standard quality/make and will be fully suitable for the intended purpose.
(ii) The bidder shall confirm the availability of spare parts and after sales service for the following equipments:
Lot No Serial Nos. of items of lot for which availability of spare parts and after sales service is required.

Ministry of Higher Education

INTERNATIONAL COMPETITIVE BIDDING

For

Procurement of Laboratory Equipment and Materials for Engineering Laboratories

IFB NO: MOHE/841/ICB Date: July 14, 2008

1. The Ministry of Higher Education, Islamic Republic of Afghanistan has received grant from International Development Association toward the cost of Strengthening Higher Education Program (SHEP) and it intends to apply part of the proceeds of this grant to payments under the contract for Procurement of Laboratory Equipment and Materials for Engineering Laboratories, IFB No. MOHE/841/ICB.

2. The Afghan Reconstruction & Development Services (ARDS), acting on behalf of the Ministry of Higher Education, now invites sealed bids from eligible and qualified bidders for Procurement of following Laboratory Equipments.

The bidders, at their option, may bid for one or more lots. Each bid lot will be evaluated separately and the contracts will be awarded accordingly.
3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
4. Interested eligible bidders may obtain further information from Afghanistan Reconstruction and Development Services(ARDS) (email ards.procurement@ards.org.af Program Manager : mk.das@ards.org.af ) and inspect the bidding documents at the address given below from 9:00 hrs to 16:00 hrs on any working day from Saturday to Thursday.

A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.
6. A complete set of Bidding Documents in English may be obtained by interested bidders by downloading the same from the ARDS website www.ards.org.af. In case of any difficulty in downloading from website, interested bidders may contact at e-mail address ards.procurement@ards.org.af. Bidding Documents will be sent electronically.
7. Bids must be delivered to the address below at or before 14.00 Hrs (local time) on August 25, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14.00 Hrs (local time) on August 25, 2008. All bids must be accompanied by a Bid Security of the amount mentioned against each lot in para 2 above or an equivalent amount in a freely convertible currency.
