SUBJECT - On behalf of its client Veterans Affairs Canada
(VAC), Charlottetown, PEI, Public Works and Government Services
Canada (PWGSC) has a requirement for the provision of
administration and processing of health claims and related
services for the FHCPS, as further described in this RFI.
Services will be provided to eligible clients of VAC, the
Canadian Forces (CF) and the Royal Canadian Mounted Police
(RCMP).

BACKGROUND - An Request for Information (RFI) was issued on
August 09, 2007 to seek industry feedback on the contemplated
PSHCP re-procurement. In consideration of industry feedback
received in response to RFI #1 and subsequent revisions to the
overall work requirements this second RFI is now being issued.

RFI PURPOSE - The objectives of this Request for Information
(RFI) are:

.1 To alert industry to this upcoming requirement and to give
industry an opportunity to prepare for the competition;

.2 To allow industry an opportunity to provide feedback on the
RFP process; and,

.3To obtain feedback on the capacity of industry to undertake
the proposed contract work and the time that would be required
to develop, test and implement the required claims processing
service.

The feedback obtained from this RFI will assist Canada in
planning the procurement strategy and finalizing the
requirements of the FHCPS Request for Proposal (RFP).

POTENTIAL REQUIREMENT - VAC, the CF, and the RCMP provide
health services and benefits to their eligible members and
clients, approximately 308,000 across Canada. All three federal
departments provide these services as specified under their
respective regulations.

VAC, the CF and the RCMP consider health care benefits to
include, but not limited to:
a) Medical, surgical, psychological and dental examinations and
treatment provided by health professionals;
b) Surgical or prosthetic devices and aids, and their
maintenance;
c) Home adaptations to accommodate the use of the foregoing
devices and aids;
d) Preventive health care and supplies;
e) Prescribed drugs; and
f) Veterans Independence Program (VIP) - VAC only.
The purpose of the VIP is to help clients remain healthy and
independent in their homes and communities by reimbursing
clients for services such as housekeeping or grounds maintenance
(as an example).

FHCPS GENERAL INFORMATION - VAC, CF and the RCMP have unique
and complex eligibility and program requirements that require a
highly sophisticated and customised suite of systems and
services for delivery of their 15 programs of choice. The
proposed system and services will be used by hundreds of
specially trained staff of the 3 departments across the country,
to administer departmental programs and interact with the Claims
administrator and service providers. The system will provide
automated health claims adjudication for the three departments
as well as payments to health care providers or reimbursements
to clients for eligible services. Clients may also submit claims
for health services deemed eligible while outside of Canada.

VAC is the project authority on behalf of CF and RCMP.

ADMINISTRATIVE MATTERS - This is not a bid solicitation. A
contract will not result from this activity. This RFI will not
necessarily result in any procurement action and potential
suppliers are not to earmark services or facilities relative to
the work described herein.

Responses are requested on or before 20 August 2008.

This PWGSC office provides procurement services to the public in
both official languages.

Responses may be submitted in either official language.

FOLLOW-UP ACTIVITY - Canada may, in its discretion, contact
any respondent to follow up with additional questions or for
clarification of any aspect of a response.
