INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The NATIONAL TELECOMMUNICATIONS COMMISSION (NTC/Commission) is inviting interested and legitimate suppliers to apply for eligibility and to submit bid proposals for the supply of three (3) sets Cellular Mobile Telephone System (CMTS) & Broadband Services Benchmark/Drive Test Equipment including software & accessories with monitoring vehicles for the Commission. The approved budget for the said project is P16,950,000.00.

Registration requirements can be secured from Ms. Sophia Lynn B. Lumantod, Head, NTC-BAC Secretariat, NTC Bldg., BIR Road, East Avenue, Quezon City, beginning 14 July 2008, to be submitted not later than 21 July 2008, 5:00 P.M., through the NTC-BAC Secretariat.

Notification of registered suppliers and issuance of bid documents to registered suppliers shall be from 29-31 July 2008, upon payment of a non-refundable fee of Seventeen Thousand Pesos (P17,000.00).

A pre-bid conference will be held on 7 August 2008 at 2:00 P.M., at the NTC Office, 4th Floor Multi-Purpose Hall, NTC Bldg., BIR Rd., East Avenue, Quezon City.

Deadline for submission and opening of the bids will be on 28 August 2008 at 2:00 P.M. and 28 August 2008 at 2:15 P.M. respectively. Bidders shall submit five (5) separate sealed envelopes; one (1) envelope containing the eligibility requirements, two (2) envelopes containing the technical component of the bid, one (1) envelope duly marked as Original and the other as a Copy, and two (2) envelopes containing the financial component of the bid, one (1) envelope duly marked as Original and the other as a Copy. All communications must be addressed to the undersigned in the above-specified address.

Prospective bidders shall signify conformance to bidding terms and conditions as required and shall ensure the same through proper submission/execution in accordance with Republic Act 9184 and its Implementing Rules and Regulations.

The NTC reserves the right to reject any or all bids, to waive any defect or informality of the bid proposals received and to accept and award the bid to the bidder whose proposal is considered most advantageous to the Government. The NTC assumes no obligation whatsoever to compensate or indemnify any bidder for expenses or loss that it may incur in the preparation/process of the bids, nor does it guarantee that an award will be made.
