II.1.5) Short description of the contract or purchase(s): The British
Film Institute (bfi) was founded in 1933. It is funded by the Department
for Culture, Media and Sport (DCMS) through the UK Film Council and its
annual turnover is over 30 million pounds. It promotes the appreciation
and enjoyment of the moving image. As well as a multitude of outreach
activities the BFI cares for moving image heritage through the BFI
National Archive.
Digital and network technologies provide the opportunity to make the
national collections of British film and television accessible across the
UK. Digital preservation and restoration are key components in film
heritage.
Advances in technology mean that steps toward both preservation and access
can happen simultaneously. The BFI National Archive has already adopted a
digital approach to audio preservation. These files once digitised, are
also available for access. Until recently, restoration and video mastering
took place in two steps. With full digital intermediate restoration, where
every frame is scanned, the process of restoring for both big and small
screen outputs can be moved into a single approach. This framework
agreement invites bidders to propose services and costs in line with this
change in approach.
This stage is a formal tender in accordance with internal BFI procedures
as well as European Union, HM Government and Charity Commission
rules.Motion picture and video services. Motion-picture and video-tape
