Wales Contractor Framework Contracts will be undertaken for local
Authorities within the area.
The object of the contract is to appoint contractors under a framework
areement to undertake Highway Related Civil Engineering Works, and
Surfacing Works.
The authority is committed to achieving sustainable development outcomes
for all its activities.
Successful contractors and sub contractors are required to take account of
sustainable development, e.g. environmental, social and economic impacts
to deliver and actively participate in the protection of the environment
whilst building the social and economic regeneration of the community and
surrounding areas.
The successful contractors will be required to submit an unemployment
utilisation plan as part of the tender submission.
The term of the framework agreement is 4 years.

Suitable contractors will be appointed to provide Highway Related Civil
Engineering Works excluding Surfacing Works in zone B (area encompassing
Blaneau Gwent, Torfaen, Monmouth and Newport) for contracts of value
estimated at less than 250 000 GBP.
Lot 2:
Suitable contractors will be appointed to provide Highway Related Civil
Engineering Works excluding Surfacing Works in zone C (area encompassing
Caerphilly, Merthyr and Rhondda Cynon Taff) for contracts of value
estimated at less than 250 000 GBP.
Lot 3:
Suitable contractors will be appointed to provide Highway Related Civil
Engineering Works excluding Surfacing Works in zone D (area encompassing
Bridgend, Cardiff and the Vale of Glamorgan) for contracts of value
estimated at less than 250 000 GBP.
Lot 4:
Suitable contractors will be appointed to provide Highway related Civil
Engineering Works excluding Surfacing Works in zone A (area encompassing
Blaneau Gwent, Bridgend, Caerphilly, Cardiff, Merthyr Tydfil,
Monmouthshire, Newport, Rhondda Cynon Taff, Torfaen and Vale of Glamorgan)
for contracts of value estimated at between 250 000 GBP and 1 000 000 GBP.
Lot 5:
Suitable contractors will be appointed to provide Highway related Civil
Engineering Works excluding Surfacing Works in zone A (area encompassing
Blaneau Gwent, Bridgend, Caerphilly, Cardiff, Merthyr Tydfil,
Monmouthshire, Newport, Rhondda Cynon Taff, Torfaen and Vale of Glamorgan)
for contracts of value estimated at between 1 000 000 GBP and 10 000 000
GBP.
Lot 6:
Suitable contractors will be appointed to provide Surfacing Works
surfacing in zone A (area encompassing Blaneau Gwent, Bridgend,
Caerphilly, Cardiff, Merthyr Tydfil, Monmouthshire, Newport, Rhondda Cynon
Taff, Torfaen and Vale of Glamorgan) for contracts of value estimated at
estimated at less than 10 000 000 GBP.
Estimated value excluding VAT: 200 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: The term of the framework contract may be
extended for a further period of up to a maximum of 1 year.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Rhondda Cynon Taf County Borough Council will incorporate
a minimum 10-calendar-day standstill period at the point information on
the award of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information should be required from the address in point I.1
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the Court may only award damages. (The purpose of the standstill period
referred to above is to allow parties to apply to the Courts to set aside
the award decision before the contract is entered into).
