NASA/MSFC has a requirement for for the upgrade of the custom-designed AccurateMachine Tool (AMT) nozzle tape wrapping machine. NASA/MSFC intends to purchase the items from ATK Launch Systems, Huntsville, Alabama,pursuant to FAR 6.302-1 which implements the authority for 10 U.S.C. 2304(c)(1) foracquisition of supplies or services from only one source and no other supplies orservices will satisfy agency requirements. Competition is impractical for the followingreasons:1. ATK Launch Systems Inc. is the sole vendor capable of upgrading the controlsystems mechanisms, software, and supporting equipment of the tape wrapper to therequirements set forth by NASA. 2. ATK Launch Systems Inc. is the only known contractor with personnel certified tooperate MSFCs tape wrapping machines. ATK personnel have developed a unique knowledgethat will enable them to properly design a customized upgrade for the AMT tape wrappersystem and verify that the upgrade meets all of NASAs requirements.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon July 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
