Invitation for Bids # First Stage Republic of Croatia Rijeka Gateway Project Supply, Installation and Commissioning of Port of Rijeka Electronic DataInterchange LoanNo.4615 - HR IFBNo.: RGP-044/2008 1. This Invitation for Bids (IFB)follows the General Procurement Notice (GPN) for thisproject that appeared in Development Business, issue No. 597 of December 30, 2002. 2. The Republic of Croatiahas received loan from the International Bank for Reconstruction and Development toward the cost of "Rijeka Gateway Project",and it intends to apply partof the proceeds of this loan to payments for supply, installation and commissioning of Port of Rijeka Electronic Data Interchange. 3. The Port of RijekaAuthority (PRA) now invites sealed bids from eligible Bidders for supply, installation and commissioningof: · System Analysis, Design and Specifications · Hardware and Software Licenses · Development and Installation of Port Community System # EDISystem · Users education and training including transfer of requiredknowledge for post warranty period related to systemmaintenance and technical support · System run and operation · System maintenanceandtechnical support during warranty period 4. Bidding will be conducted using the International Competitive Bidding (ICB)procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits - issued in January 1995, revised January and April 1996, September 1997, January 1999 andMay 2002 and is open to allBidders from eligible source countries asdefined in the Guidelines that meet the following minimum qualificationcriteria: · The Bidder or leading partner in JV must have completed over the past five (5) years minimum of one (1) successful contractsinvolving development and installation of Port Community Systems with atleast 3.500 ship calls per year and on least 1.000.000message per year; · The Bidder or leading partner inJV must have over the past five (5) years experience of running Port Community System; · The Bidder or leading partner inJV must employ at least five (5) experts with at least three (3) year expertise in projects involving development and installationof Port Community Systems or experience of running Port Community System in maritime ports within European Union(EU); · The Bidder or leading partner inJV must employ at least two (2) experts with Project Management experience. · The Bidder or leading partner in JV must submit his financial indicators (forBidders from the Republic of Croatia BON1 andBON2 forms; proof of paid taxes and insurance in Croatia) for last three (3) years. Bidder must have average annual turnover of atleast USD 5.000.000 for last three (3) years.Leading partner in JV must have reach at least 60 per cent of average annual turnover. · Statement that the Managers or responsible persons have not been convicted forcrimes related to business in the last five years. 5. Interested eligible Bidders may obtain further information and inspect the biddingdocuments at the address given below (in Para. 9) from Monday till Friday from 9:00 to 13:00 hours. 6. A complete set offirst stage bidding documents in English language may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD100,00 or an equivalent amount in a freely convertiblecurrency. A Two-stage Bidding Procedure will be adopted and will proceed asfollows: (a) The FirstStage Bid will consist of a technical bidonly, without any referenceto prices, and a list of any deviations to the technical and commercial conditions set forth in theBidding Documents or any alternative technical solutions a Bidder wishes to offer, and a justification therefore, always providedthat such deviations or alternative solutions do not change the basic requirements specified in the Bidding Documents. Followingevaluation by the Purchaser of the First Stage Bids, the Purchaser will invite each Bidder who adequately meets the minimumacceptable qualification criteria and who has submitted a sufficiently technically responsive First Stage Bid to a ClarificationMeeting(s), during which the Bidder's bid will be reviewed and all required amendments,additions, deletions and other adjustmentswill be noted and recordedin a Memorandum. The Purchaser reserves the right to decline to invite a Bidder to submit a Second StageBid, if the Bidder's First Stage Bid contains departures from the Purchaser's requirements in such numbers or such nature that itcannot be reasonably expected that it can become a fully responsive bid within the time frame of the two-stage process. Othersuitably qualified and eligible Bidders shall receive invitations to submit Second Stage Bids. (b) The Second Stage Bid will consist of: (i) an updatedtechnical bid incorporating all changes required by the Purchaser as recorded in the Memorandum to theClarification Meeting(s) oras necessary to reflect any amendment to the Bidding Documents issued subsequent to submission of the First Stage Bid; and (ii) acommercial bid. 8. First Stage Bids must be delivered to the address same for paragraph 5 at or beforeSeptember 16, 2008. at 13.00. (Public bid opening will be held). Second stage bids will be opened in the presence of the Bidders'representatives who chooseto attend at the time and date and at the address given in the letterof invitation to submit Second StageBids. Any Second Stage Bid received by the Purchaser after the bid submission deadline will be rejected and returned unopened tothe Bidder. All Second Stage Bids must be accompanied by a bid security of not less than HRK 200.000,00 or an equivalent amount ina freely convertible currency. 9. The attention of prospective Bidders is drawn to: (i) the fact that they will berequired to certifyin their bids that all software is either covered by a valid license or was produced by the Bidder; and (ii)that violations are consideredfraud which is, among other remedies, punishable by potential blacklisting from participation infuture World Bank-financed procurement.
