Hetauda–Bharatpur 220 kV Transmission Line Project

Supply and Installation of Hetauda –Bharatpur 220 kV Transmission Line

IDA Cr.: 3376-NEP / Gr. No. H039-NEP

1. This invitation for bids follows the General Procurement Notice for this project that appeared in UN Development Business, issue No. 616 of 16 October 2003.

2. Government of Nepal (GoN) has received a credit from the International Development Association towards the cost of Power Development Project, Part C: Transmission & Distribution Component, and it intends to apply part of the proceeds of this credit/grant to payments under the contract for Supply and Installation of Hetauda–Bharatpur 220 kV D/C (single circuit strung) Transmission Line, Tender No. ICB-HB01/2008.

3. Nepal Electricity Authority (NEA) now invites sealed bids from eligible bidders for the following package:

Lot A1: Supply and Installation of Hetauda –Bharatpur 220 kV D/C (single circuit strung) Transmission Line

The scope of work covered under this package (line length: approx. 72 km; construction period: 21 months) shall include: (i) detailed survey including route alignment and profiling, right-of-way identification and clearance, tower spotting, optimization of tower locations, soil resistivity measurement, geotechnical investigation and check survey; (ii) design, prototype testing, fabrication and supply of all types of 220 kV double circuit and four circuit transmission line towers including bolts, nuts and washers, hangers, D-shackles and all types of tower accessories including phase plate, circuit plate, number plate, danger plate, anti-climbing device; (iii) supply of conductor, insulator, earth wire (steel and OPGW), hardware fittings, and conductor and earth wire accessories; (iv) design of foundation for different soil conditions for different type of towers, and casting of foundation for tower footings; (v) erection of towers, tack welding of bolts and nuts including supply and application of zinc rich primer and enamel paint, tower earthing, fixing of insulator strings, stringing of conductors and earth wires along with necessary line accessories; (vi) testing and commissioning of the erected transmission lines; and (vii) other items not specified above but required as per Bid Forms and Price Schedules.

The above description of the scope of work is indicative. Detailed description is given in the bidding documents.

4. The bidder must be a contractor of electrical works or a manufacturer of transmission line towers who has successfully executed turnkey construction of at least two (2) transmission line projects of 220 kV or higher voltage with a total route length of not less than 100 km within the last ten (10) years. Detailed qualification criteria of the bidder and manufacturers are described in the bidding documents.
5. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans, and IDA Credits, May 2004, Revised October 2006, and is open to all bidders from eligible source countries as defined in the guidelines.
6. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below during business hours. A complete set of bidding documents is also posted on the NEA website www.nea.org.np.

7. A complete set of bidding documents in English may be purchased by interested bidders from 15 July, 2008 onwards on the submission of a written application to the address below and upon payment of a nonrefundable fee of NRs.25,000.00 (Nepalese Rupees Twenty Five Thousand) deposited in the NEA account No. 00100105000793 at Everest Bank Ltd., New Baneswor, Kathmandu or in the form of draft drawn in favor of the Project. The bidder may also purchase the bid documents upon submission of a bank draft of USD 400 (US Dollars Four Hundred) drawn in favor of the Project. The document will be handed over to the representative of the bidder upon production of the evidence of payment of the fee. If requested, and on payment of an additional fee of NRs 5,000.00 (Nepalese Rupees Five Thousand ) or USD 100 (US Dollars One Hundred) towards postal charges, the documents can be sent by courier. However, NEA shall not be responsible for delayed or non-delivery of the documents so sent.

8. Bids must be delivered to the address below at or before 1200 hrs local time on September 29, 2008. Late bids will be rejected.

All bids must be accompanied by a bid security of not less than 0.34 Million US$, or an equivalent amount in Nepalese Rupees or a freely convertible currency based on the exchange rate (selling) as announced by Nepal Rastra Bank (NRB), Nepal, prevalent as on seven calendar days prior to the date set for bid opening.

Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 1400 hrs local time on September 29, 2008. If the given date happens to be an official holiday, the next working day shall be considered as the date for bid submission and opening.

9. A pre-bid conference will be held on August 29, 2008, at 13:00 hours local time at the Project Office to clarify issues raised by the prospective bidders.

10. The bidder shall bear all costs associated with the preparation and submission of its bid, and NEA will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

11. NEA reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected bidder(s) of the grounds for NEA’s action.
