International Consultant for obtaining Judicial Mapping and Judicial Assessment in relation to IDF Legal and Judicial Reforms to Strengthen Creditor Rights Project

The Supreme Court of Nepal has received an IDF Grant TF 090254 from the World Bank's Institutional Development Fund (IDF Grant) toward the cost of Legal and Judicial Reforms to Strengthen Creditors Rights Project and intends to apply part of the proceeds of this grant to payments under the contract for consulting services for technical assistance under the project.

Supreme Court is seeking to establish specialized Commercial Benches in different 6 locations in the country to ensure that the newly enacted legislations The Company Act, 2006, The Insolvency Act, 2006, The Secured Transaction Act, 2006, The Competition Promotion and Market Protection Act, 2006 having provision of commercial bench to be established are enforceable and to build a conducive and credible business and financial environment.

The main objective of the consulting service is to advise and assist the Supreme Court to improve the quality of judicial service through conducting empirical research. To achieve the objective of the project, the Supreme Court of Nepal requires the services of an international consultant (individual) to make independent diagnosis to (i) the operation system of the courts, (ii) the judicial map and case management system (iii) the judicial system to provide the judiciary and relevant stakeholders with meaningful and reliable data for an empirically based discussion about impediments to fair, efficient and effective justice in Nepal (iv) the way legal disputes are resolved outside the court system and (v) the perception of the functioning of the judicial system among citizen, business and other stakeholder.
The specific role of the consultant is clearly indicated in the TOR for the assignment which is available at http://www.supremecourt.gov.np/

Supreme Court of Nepal now invites expressions of interest from eligible individuals having :
• experience and proven competence, and good knowledge on the functioning of commercial benches or courts and have related judicial and legal knowledge and
• at least 15 years experience in carrying out empirical research, surveys, and analysis in relevant fields of work.
• Additional experience in the broader area of justice reform, anti-corruption, and legal sociology would be a plus.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments evidenced by certification of satisfactory completion, experience in similar conditions).

The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published by the World Bank in May 2004, revised October 2006 (Consultant Guidelines). Interested consultants may obtain further information at the address given below during 10:00 am–5:00 p.m. on weekdays (Sunday–Friday).
