INVITATION TO BID FOR TRAINING AND CONSULTANCY SERVICES.

The Ministry of Agriculture and Rural Development assisted by the Fisheries Sector Programme Support II co-funded by Danida is undertaking a range of initiatives designed to promote sustainable resource use and poverty reduction. The support program comprises four Components with
activities in 9 provinces: .
1. Strengthening of the Fisheries Administration (STOFA)
2. Strengthening of Capture Fisheries Management (SCAFI)
3. Sustainable Development of Aquaculture (SUDA)
4. Strengthening Capacities of Post-harvest and Marketing (POSMA)
The Administration Reform component In the MARD Organization and Personnel Department has planned a number of activities for 2008 to strengthen Fisheries Administration. These activities are briefly referred to below:

Hiring national consultants to assist the National Directorate of Quality Assurance of Agro¬forestry and Fisheries products in formulating Its HRD!M plan.
Deadline for bid submission: 15 hOO on July 25,2008.

General Condition: National consultants must be highly qualified Vietnamese citizens who are not currently employed by the Ministry of Agriculture and Rural Development or its dependent departments and Institutions.
Consulfancy fees for Individual consultants will be remunerated according to experience in line with the current regulations as stipulated In the current UN - EU Guidelines for Financing of Local Costs In Development Co-operation with Viet Nam dated October 15th 2007 (UN-EU cost norms) and updated on May 1, 2008.
It was stated from the Danish Embassy that as of May 1, 2008, fees for national experts! national consultants and fees for Interpretation and translation (described In annex 2 and annex 3 of the EU-UN cost norm agreement from 15 October 2007) have been increased by 20% compared with those In the current UN-EU cost norms.
For activities advertised in the newspapers and posted in the websites of the Ministry of Agriculture and Rural Development, national consultancy companies (companies and organizations! Institutions), and Hm individual consultants, mu use market price fee rates In the tender bids. All tenders shall be prepared in 2 languages (Vietnamese & English) and submitted in 01 original & 02 copies In sealed package to STOFA component office:
