ACAN Port Hardy Harbour Electrical Reconstruction Phase 1

Fisheries and Oceans Canada proposes to award a contract to the Port Hardy Harbour Authority for the performance of the following work:

The contract shall be responsible for the services to provide direction, administration and delivery of the Port Hardy Electrical Reconstruction Phase 1 project at Port Hardy, BC.



The Contractor shall provide project management services, which will include: co-ordination of the technical services during the project from pre-tender throughout to the completion of the project. More specifically the contractor will:
-    Prepare technical specifications, layouts and system drawings for the project;

-    Conduct all pre-tendering activities including site inspection, maintain logs and reports of the activities as appropriate;

-    Tender project including, evaluate bids, award contracts and prepare a construction schedules.

-    The Contractor shall submit a contract schedule to the Project Authority, Vahid Kahnamelli, Project Engineer. This schedule will include the dates for advertising, tender closing, construction start and completion.

-    The Contractor shall submit progress reports at the request of the Project Authority.

-    Method of payment will be LumpSum percentages related to the completion of the work.

The Contractor and any sub contractors shall comply with all Federal, Provincial and Municipal and Local laws, ordinances, codes, bylaws, rules and regulations relating to the execution of the work unless otherwise authorized by project authority.

The Contractor to the Project Authority shall furnish evidence of compliance with such laws at such times as the Project Authority may reasonably request.

The contract value is estimated to be $350,000.00 Contract Period: Date of award to March 31, 2009.


Reason for awarding contract:

The Harbour Authority has exclusive management agreement with the federal government to operate the harbour, as the only operator of the harbour, a sole source agreement is being utilised.



An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
