Background:

The Correctional Service Canada (CSC) has the mandate to assist offenders with the resolution of mental health problems and behavioural disorders and to help them learn and adopt socially acceptable behaviour patterns. The CSC mandate also includes providing services to prevent or attenuate the likelihood that an offender will relapse following intervention. Mental Health Aftercare Service Providers choosing to work with federally sentenced, conditionally released offenders do so with the understanding that they are acting as an extension of the CSC. All interventions provided must facilitate an increased likelihood that the individual will remain in the community and crime free. The intervention framework preferred by the Psychologists with the Correctional Services of Canada emphasizes cognitive behavioural strategies, including relapse prevention, that stem from an efficient risk assessment.
    
Current Requirements:

The Correctional Service of Canada intends to establish a contract for the provision of psychological services to offenders who have been conditionally released in the Lethbridge, Alberta area..

Deliverables:

The Contractor shall, on an "as and when requested" basis:

1.    Provide individual therapy to conditionally released offenders as referred by the Project Authority. Subject to prior approval from the Project Authority, Services may be expanded to spouses or family members in a joint counselling arrangement.
2.    Provide group therapy to conditionally released offenders where the offender joins a pre-existing group or a group developed specifically for offenders offered by the therapist as referred by the Project Authority.
3.    Participate in case conferences at the request of the Project Authority, either in person or by phone.
4.    Complete a Progress Summary of Treatment for the National Parole Board when requested by the Project Authority.
5.    Complete a Psychological and/or Risk Assessment when requested by the Project Authority. Psychological Assessments may only be completed by a Chartered Psychologist in good standing with the College of Alberta Psychologists. These reports will, at minimum: describe results of any tests or actuarial risk measures utilized; identify significant areas of client problems, describe clients suitability for treatment (and if rejected, the reasons for rejection); and the identification for the need for less or more comprehensive treatment, if necessary. Assessments shall focus on risk, and consist only of standardized objective psychological testing and risk assessment tools.
6.    Ensure the following reports are delivered, utilizing the format provided by the Project Authority, within the time frames: Quarterly (January 31, March 31, June 30, September 30) statistics are to be forwarded to the Southern Alberta District Parole Office outlining the caseload and other pertinent information of clients provided service by the Mental Health Aftercare Service Provider. The statistics must be maintained and forwarded in the format provided.
7.    Report Acceptability. Reports, statistics and invoices will be used for databases and must be completed in accordance with the provided instructions. Those not meeting the requirements will be returned for revision before payment.
•    A confirmation of participation after the first session attended by the city (by fax or phone) to the Parole Officer. Subsequent attendance may be reported in written form as part of the progress report except where the offender has failed to attend a scheduled appointment. Any absence (No Show) must be reported to the appropriate Parole Officer, within 24 hours, by fax or phone.
•    An intervention plan (Intake Report) no later than the fourth session.
•    An Update Report every four sessions thereafter. After every eighth session, written authorization for further sessions must be requested and approved by the Project Authority. No more than two months may lapse without an Update Report on an active client.
•    A Termination Report within one month of termination with a client.
•    Group Reports each and every month that a group is run, within two weeks from the end of the month.
•    A Case Conference Report within one week of the Case Conference.
•    Reports shall be submitted in duplicate hard copies. Terminations reports, Progress Reports for the National Parole Board and any Risk or Psychological Assessment must be submitted in duplicate hard copies as well as on 3.5" diskette for inclusion to the Offender Management System (OMS).
•    Quarterly client contact summaries indicating active caseloads, status on number of hours/client, as well as, type and frequency of client contact.
8.    The standing Offer recipient may attend in service training provided by Southern Alberta District Parole Office. Space and instructors will be provided by the Correctional Service of Canada. Travel and other costs; however, are the responsibility of the Standing Offer recipient.
9.    Provide services during periods of emergency or crisis when requested by the Project Authority Psychologist or their designate.
10.    Provide liaison services with Correctional Services Canada staff of the Southern Alberta District Parole Office. The Standing Offer recipient will be available to discuss the needs and progress of clients with the offender's supervisor if requested. Telephone or in-person case conferences with CSC staff and clients may be organized.
11.    Notify the Project Authority when a Parolee or family member self discharges prior to completion of treatment, or when any risk behaviour that increases the danger to self or others is noted, within 24 hours.
12.    Return all client information provided to Correctional Services of Canada when psychological services are completed with that client.
13.    The Service Provider shall obtain the "Consent for Release Information" for each Parolee or family member prior to services being initiated. This consent shall be delivered to the Project Authority with the Intake Report. The Service Provider shall notify the Project Authority immediately, in writing, should the Parolee refuse to grant consent to release information.

REPORT REQUIREMENTS:

1.    Intake Reports
Intake Reports are due after the first hour hours of service provision. Please note that this may not be after the first four sessions. Aftercare providers are given discretion as to how they use the eight hours, especially for those individuals who are travelling (i.e., an aftercare provider may book their clients for more than I hour sessions and more/less than once a week as per their professional discretion). The Intake Report outlines the intervention plan and should follow the format provided.

2.    Update Reports
Update Reports are required subsequent to the Intake Report at the rate of every fourth hour or every two months, whichever comes first, according to the format provided. After each 8th hour, written requests for additional 8 hours (or less) must be provided with the rationale for the extension and an estimate of total time required.
3.    Termination Reports
Termination Reports are due no later than two weeks after the last appointment for planned termination. For unplanned termination, if there is no activity for two months from the last appointment, the case is considered terminated and a Termination Report is due two weeks after the two month period. The file information provided must be returned at this time. Recommencement of therapy after the Termination Report is sent must be acknowledged in writing. Termination Reports are to be prepared in accordance with the format provided.
4.    Group Reports
Group Reports are due each and every month in which a group is run within two weeks of the end of the month. If pre-screening or post-follow-up is completed, reports are also required. A final group report is due either after a client is terminated or the group ends within 30 days. The Group Report should follow the format provided.
5.    Case Conference Reports
Case Conference Reports are required for each Case Conference that the Mental Health Aftercare Service Provider attends within one week of the Case Conference. Case Conference Reports are to be prepared in accordance with the format provided.
6.    Special Psychological Reports
Special Psychological Reports are required when an assessment or other special request is referred to the Mental Health Aftercare Service Provider. Format and/or other specific information requirements will be detailed at the time of referral or request.
7.    Report Statistics

All work completed under the Community Mental Health Initiative (offenders with an AXIS 1 diagnosis) must be reported twice per year on the Biannual Reporting Form (attachment A).

Mandatory Requirements:

To fulfil the requirements of the contract the person or firm must have the following qualifications and experience:

The Contractor must be a registered psychologist in the province of Alberta.

The contractor and contractor's staff must be able to obtain Correctional Service of Canada (CSC) Security Clearance to the level of Enhanced Reliability.

Contract Period:
The work is expected to begin on August 1, 2008 to July 31, 2010 with an additional one-year option period.
Estimated Cost:

It is intended to award one service contract for the amount of $105,000.00 including the option year.

Limited Tendering Reasons:

Under the Government Contracting Policy, Section 10.2.1 (d) only one person or firm is capable of performing the contract. There are a restricted number of registered psychologists in the Lethbridge area who are willing and available to offer services. Because of the shortage of service providers we believe that the Karen Michelle Burke is the only supplier able to provide the services required by Lethbridge Area Parole .

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Statements of capabilities must be mailed or faxed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation.

Suppliers that have submitted a statement of capabilities will be notified in writing of CSC's decision to continue with the non-competitive procurement or to compete the requirement.

What is an advance contract award notice (ACAN)?

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
