services. Services provided by youth associations. Coventry New Deal for
Communities (NDC) is one of 39 UK Government Grant funded Community
Regeneration focused Area Based Initiatives that is in year eight of a
ten-year delivery cycle. NDC's are intrinsically located in areas of high
deprivation. They have a remit to bring about transformational and
sustainable positive change across both the physical landscape and the
social fabric in the areas that they serve. Within this context
historically projects have been developed and delivered that engaged the
Youth population in the area (approximately 50 % of the NDC area is under
25) under specific thematic strands. As the programme enters years 8,9 and
10 the NDC is committed to building on the strong foundations of working
with young people, by delivering two separate but strategically linked
strands. Specifically these are "Diversionary Activities" and "Raising
Aspirations". This Invitation to Tender invites a Tender response from a
Key Delivery Partner to lead and coordinate a team of complimentary
delivery partners. Their task will be to deliver a comprehensive service,
which is focussed on Diversionary Activities to benefit Young People
resident in the Coventry NDC area. Tenders in response to this
"Diversionary Activities" focus are asked to be aware that the NDC will
expect a high degree of co-working with the successful "Raising
Aspirations" Partnership and other NDC sponsored provision in the area.
Tender Responses must demonstrate additionality over and above the
existing mainstream provision already delivered to the young people in the
area. The overall outcome for this project is to increase the number of
Young People on the path to success so that everyone achieves their full
potential, makes a positive contribution and makes a successful transition
to adulthood, through the provision of a comprehensive support package.
The development of Youth Diversionary activities and facilities is one of
the key priorities for the NDC over the next 3 years (2008 - 2010/11) and
featured significantly in the majority of recent consultations. The
purpose of this project is to engage Young People, diverting them from
boredom and anti social behaviour and providing them with a positive
outcome, such as a progression route. Once on the road to progression a
priority progression route for Young People will be towards
qualifications, skills development, employment or work based learning.
Innovative methods for engaging "disengaged" Young People and targeted
outreach is encouraged. A need has been identified during consultation
leading up to this ITT for Friday/Saturday 'Out of Hours' sessions to be
developed delivering provision at these times, where Young People are
known to be around. There is need to build clear strategic linkages with
other partners throughout the city responsible for delivering services to
Young People, including those responsible for delivering the Children and
Young People's Plan. A partnership approach is advocated including links
to the City Council's Leisure Service, Youth Service and links to City
Wide initiatives like Safer Neighbourhoods and the AIMS initiative (Active
Information Management) General consideration should be given as to how
Diversionary activities could link to Sports Development in the area
especially in the lead up to the forthcoming Leisure Centre Links to the
NDC themes of Quality of Life, Community Involvement and Crime Reduction
especially are positively encouraged, as well as the priority progression
pathway of Education and Employment. As such clear links to the NDC
Workshop/Pertemps Employment and the work of the Connexions programme are
suggested. Please note that every tender response must have demonstrable
processes in place to carry out CRB checks on all its staff, as this
project will place their staff in a position of trust over Young People.
Failure to adhere with this will automatically exclude applicants from the
tender evaluation process.
