The South Texas Veterans Health Care System has a requirement for providing ground ambulance services (Basic Life Support) for eligible beneficiaries. Requirement will include all labor, vehicles and materials, be fully licensed, insured, equipped and staffed to provide Ground Ambulance Services to eligible VA beneficiaries from the Outpatient Clinics in McAllen, Texas and in Harlingen, Texas to surrounding areas. Contractor shall be an established ambulance service provider. All vehicles proposed for use under the contract shall meet the minimum vehicle requirements as mandated by Federal Specifications. Contractor will continuously meet or exceed all Joint Commission standards. The procurement is being made in accordance with FAR Parts 12-Commercial Items and FAR 15-Negotiated Contracts. It is the VA's intent to solicit offers and award one contract on a competitive basis. Any award resulting from the solicitation will be made to a service-disabled veteran-owned small business concern, in accordance with 38 U.S.C. 8127. The applicable NAICS code is 621910 with a size standard of $6.5 million. All offerors shall be registered with the Central Contractor Registration (CCR) at www.ccr.gov and in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov to be considered for an award. The solicitation will contain requirements for a 12-month base year and four (4) 12-month pre-priced renewal options, for a potential total of 5 years. It is anticipated the base year will be for the period October 1, 2008, through September 30, 2009. This requirement is subject to the availability of funds. The solicitation should be available on or about July 21, 2008 at www.fedbizopps.gov under the Department of Veterans Affairs with proposals due approximately August 21, 2008.
