Expressions of interest for Individual Consulting Services

SIGOF IMPROVEMENT

The Millennium Challenge Corporation signed, on July 4th, 2005, a five-year Compact with the Government of Cape Verde for approximately US$ 110 million. The program is comprised of three projects: i) Watershed Management and Agriculture Support, ii) Infrastructure Development, and iii) Private Sector Development. For the implementation of the program, the Millennium Challenge Account-Cabo Verde (MCA-Cabo Verde) intends to apply part of the proceeds to contract consultancy services that will support NOSi in the development and improvement of Cape Verde’s Government Financial Management Information System (SIGOF). The individual consultant services will include inter-alia:

1. Develop a software application (functionality) to allow for multi-year budgeting;
2. Develop a software application (functionality) to allow the recording of contract engagement;
3. Develop a software application (functionality) to allow organize project information in components;
4. Develop a software application (functionality) to link the projects and project components to the geographic information system;
5. Develop a software application (functionality) to allow linking to MS Project;
6. Develop a software application (functionality) to allow electronically transfer request;

The consultancy service is estimated to be provided within a time span of 7 months from the contract start date. The consultant will work under the supervision of NOSi and in Cape Verde.

The Millennium Challenge Account – Cabo Verde (MCA–CV) now invites eligible individual consultants to indicate their interest in providing the services. The consultants must have experience i) in the area of information systems for budgetary and financial management; ii) in developing enterprise solutions based on Client / server scheme and three-tier architecture; iii) in developing relational database environments, namely Oracle, and iv) at least 7 (seven) years of relevant working experience.; v) fluency in Portuguese.
At this stage, interested consultants must only present their curriculum vitae and all other relevant information confirming that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

An individual consultant will be selected in accordance with the procedures set out in the Millennium Challenge Account – Cabo Verde Procurement Guidelines, included in the Procurement Agreement.
