AIRCRAFT GROUND ICING SERVICES


This PWGSC office provides procurement services to the public in
English.

Department of National Defence (DND), 8 Wing CFB Trenton is the
home of the Canadian Air Force's medium and heavy lift air
transport fleets. They have a requirement for an aircraft
ground-icing program, which includes: de-snowing, de-icing,
anti-icing, and fluid recovery. The services are required for
the seasonal period 1 October 208 to 30 April 2009 with the
option to renew for 2 additional seasons.

The work is divided into two separate requirements. Requirement
1 is for de-snowing, de-icing and anti-icing services and
Requirement 2 is for fluid recovery. Bidders may submit a bid on
either Requirement 1 or 2 or both. Each requirement will be
evaluated separately. Depending on the results of the evaluation
two separate contracts may be awarded.

Requirement 1 sevices will include: de-icing, anti-icing and
de-sonowing services to 8 Wing aircraft, both military and
civil, including storage and application of Type I deicing fluid
and Type IV anti-icing fluid to aircraft with a maximum tail
height of seventy feet; de-snowing service.

Requirement 2 serives will include collecting, testing,
recycling and disposal of glycol, glycol-contaminated snow and
water and all other glycol-contaminated materials related to
aircraft de-icing and anti-icing.

It is recommended that the Bidder or a representative of the
Bidder visit the work site. Arrangements have been made for a
tour of the work site. The site visit will be held on 14 July
2008, at 10:00 am at 8 Wing CFB Trenton, Trenton, Ontario.
Bidders are requested to communicate with the Contracting
Authority 3 day(s) before the scheduled visit to confirm
attendance and provide the name(s) of the person(s) who will
attend. Bidders may be requested to sign an attendance form.
Bidders who do not attend or send a representative will not be
given an alternative appointment but they will not be precluded
from submitting a bid. Any clarifications or changes to the bid
solicitation resulting from the site visit will be included as
an amendment to the bid solicitation.

The contractor will be required to provide all labour, equipment
and supplies to perform the services for which they are bidding.

Bidders may also elect to form a joint venture to bid on both
requirements.

There is a security requirement associated with this requirement
and it is mandatory that the contractor(s) have a valid
Designated Organization Screening (DOS) issued by the Canadian
Industrial Security Directorate (CISD), Public Works and
Government Services Canada (PWGSC).

Security Requirement
    
1. The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Designated Organization Screening (DOS), issued by the Canadian
Industrial Security Directorate (CISD), Public Works and
Government Services Canada (PWGSC).

2. The Contractor/Offeror personnel requiring access to
sensitive work site(s) must EACH hold a valid RELIABILITY
STATUS, granted or approved by CISD/PWGSC.


Bidders (including any subcontractors) that are not registered
in the Industrial Security program (ISP) of PWGSC's CISD must
ask to be sponsored in the ISP. Bidders should submit their
request by e-mail to the Contracting Authority, Kaye Callahan at
kaye.callahan@pwgsc.gc.ca. The request must included the
following information: Solicitation number; name of the Bidder;
address of the Bidder's office in Canada; telephone and fax
numbers; name of President, CEO or contact; and the Bidder's
Procurement Business Number (PBN), if applicable.

The Crown retains the right to negotiate with suppliers on any
procurement.
