Background:

    All Canadian citizens have a right to access health care services. Offenders within the Correctional Service of Canada are afforded, with few exceptions the same rights as all Canadian citizens.
    
    The Mission Statement of the Correctional Services of Canada has the requirement to exercise reasonable, safe, secure, and humane control of offenders. Basic health care services are, therefore, considered as an integral component of the controls thus specified.
    
Drumheller Institution is a minimum security Federal Prison, housing approximately 600 male inmates. It is located near Drumheller, Alberta. Policy dictates that we provide dental services to inmates residing at the Institution.
    
Current Requirements:

The Correctional Service Canada (CSC) intends to establish a contract for the provision of dental services at the Edmonton Institution for Women in Edmonton Alberta.

Deliverables:

The Contractor will provide dental services including preventive dental programs to the inmates resident in Drumheller Institution by:

FUNCTIONS

3.1    PROFESSIONAL SERVICES

1    Advising the Chief, Health Services on all aspects of the Dental delivery services in accordance with accepted Dental legal practices and procedures.

2    Ensuring, in consultation with the Chief Health Services that Canadian Council of Hospital Accreditation Standards are maintained in the delivery of Dental services.

3    Attending the institution and conducting dental clinics, on a pre-scheduled basis, in accordance with established CSC regulations, Edmonton Institution Standing Orders and Health Services Policies and Procedures. At present, dental services are provided to approximately 600 offenders. Services are require to a maximum of 24 hours per week or a maximum of 96 hours per month.

4    When indicated, request the services of dental specialists for treatment or consultation.

5.    Providing for a licensed dentist replacement, at the Contractor's expense, for periods of extended absence which would compromise the continuity of dental services.

6.    Providing for licensed Dental Assistant services while providing services at the Institution

7.    Promoting preventive dental care and hygiene through patient teaching.

8.    Providing supervision of the Dental Assistant in the performance of their duties.

9.     Ensuring qualitative services are maintained with up to date procedures by maintaining an active community practice and continuing education.

10    Ensure that qualitative services are maintained in regard to the sterilization of equipment

3.2    ADMINISTRATIVE

1.    Ensuring proper records of workload and subsequent billing system submitted on a monthly basis.

2.    Advising on need for, or revision of, Health Services Centre Policies and Procedures.

3.    Advising on Health Services Centre requirements for Dental supplies and equipment.

3.3    PATIENT CARE DELIVERY

1.    Utilizing existing Health Services Centre dental equipment, assessing and treating offenders' oral conditions as referred by the nursing or treatment team, or upon offender request.

2.    Performing indicated dental treatments within the scope of service outlined by CSC regulations.

3.    Performing activities related to the provision of dental prosthetic appliances utilizing accepted Institution Standing Offer Dental Laboratory and providing input on the quality of service received from it.

4.    Ensuring proper medical records are maintained in the delivery of medical services utilizing approved CSC Health Record forms provided by the institution.

5.    Providing input into the evaluation of the individual offender's treatment plans and overall health services program.

4.    ADDITIONAL INFORMATION

The site shall provide reasonable facilities and supplies for use by the Contractor when on site.
At the request of the Project Authority, the Contractor and their personnel shall attend orientation and other appropriate courses developed by the Correctional Service of Canada.
Personnel chosen by the Contractor to perform the services required must be acceptable to the Project Authority.

Mandatory Requirements:

To fulfil the requirements of the contract the person or firm must have the following qualifications and experience:

The Contractor must be actively registered in the Alberta Provincial Dentistry Professional Licensing Association.

The contractor and contractor's staff must be able to obtain Correctional Service of Canada (CSC) Security Clearance to the level of Enhanced Reliability.

Contract Period:
The work is expected to begin on August 1, 2008 up to and including March 31, 2009 with three one-year option periods.

Estimated Cost:

It is intended to award one service contract for the amount of $1,088,640.00 including three option years.

Limited Tendering Reasons:

Under the Government Contracting Policy. Section 10.2.1 (d) only one person or firm is willing to perform the contract.

There are a limited number of qualified service providers in the Drumheller area who are willing to offer these services to offenders. Because of this we believe that Dr. Randeep S. Chana Professional Corporation is the only supplier willing to provide the services required by Drumheller Institution.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Statements of capabilities must be mailed or faxed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation.

Suppliers that have submitted a statement of capabilities will be notified in writing of CSC's decision to continue with the non-competitive procurement or to compete the requirement.

The CSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.

What is an advance contract award notice (ACAN)?

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
