SECTION II: OBJECT OF THE CONTRACT

(OHVS) and a Reactive Power Station (RPS), and design, delivery and
installation of a 150 kV land cable, within the framework for the
realization of the offshore wind park Belwind 1.

INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Design and delivery of an Offshore High Voltage Station (OHVS) and
a Reactive Power Station (RPS)
1) SHORT DESCRIPTION: Design and delivery of an Offshore High Voltage
Station (OHVS) and a Reactive Power Station (RPS) The OHVS is an offshore
substation which connects several MV (33 kV) infield cables (6 strings) to
one HV (150 kV) export cable. This steel structure, containing the
necessary electrical equipment, is placed on a monopile foundation. The
scope of work covers the design, production and commissioning of the
complete OHVS including : - the platform itself (steel structure(s)), -
150 kV Gas Insulated Switchgear (1 bay), - the main transformer (approx.
165 MVA), - 33 kV switchgear (9 bays), - protection and control system(s),
- auxiliary transformer (2 pcs.), - low voltage system (ac and dc), -
back-up system (diesel generator), - lighting, heating, air conditioning,
communication, etc. The RPS is an on-shore substation which connects a
shunt reactor to the land cable. The on-shore control room (protection and
control system(s) for the OHVS) is to be integrated in this RPS. The scope
of works covers the design, production and commissionin of the complete
RPS including : - the building itself as well as steel structure(s), - 150
kV Gas Insulated Switchgear (1 bay), - the shunt reactor (approx. 52
MVAr), - protection and control system(s), - low voltage system (ac en
dc), - lighting, heating, air conditioning, communication, etc.

TITLE: Installation of an Offshore High Voltage Station (OHVS)
1) SHORT DESCRIPTION: Installation of an Offshore High Voltage Station
(OHVS), weight approx. 750 ton at approx. 55 km off the Belgian coast at
Zeebrugge.
2) COMMON PROCUREMENT VOCABULARY (CPV): 31200000.

STARTING/COMPLETION: Starting: 1.8.2008 Completion: 1.9.2009.

LOT NO 3
TITLE: Design, delivery, installation and termination of a 150 kV land
cable
1) SHORT DESCRIPTION: Design, delivery, installation and termination of a
150 kV 1-phase XLPE land cable with integrated fibre-optic cables. To
comply with the Belgian regulations for connecting wind parks to the grid,
a reactive power is to be installed. In this case, a shunt reactor will be
installed onshore and interconnected to the 150 kV land cable. The length
of the land cable is approx. 3 km. It starts from the joint pit on the
beach, crosses the dunes (by means of a HDD), interconnects the 150 kV GIS
switchgear, connecting the shunt reactor to the system and ends at the
Elia substation (Belgian grid). On this route, there will be crossings of
at least a motorway and a railroad. The scope of works covers the design,
production, installation, termination and testing (FAT and SAT) of the
complete 150 kV land cable including the dune crossings and all other
crossings.

entity intends to set up a funding schedule. The terms and conditions of
payments will be defined in the specifications and will be the subject of
negotiations.

whom the contract is to be awarded: Requests to participate can be
submitted by a temporary trading company or any other partnership between
contractors. In such case, the contracting entity reserves the right to
demand that such a partnership obtains corporate personality by
establishing a project company, in which case a guarantee for the
performance of its obligations will also be demanded from its
shareholders.

work into account. Due to the complex and unique nature of the
assignment(s), sufficient time must be provided for negotiations and the
drawing up of the agreement(s).
