Social and vulnerability assessment for the Southern Coast

This request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in Development Business No. 662 of September 16, 2005. The World Bank is assisting the Government of Albania (GOA) to prepare an integrated coastal zone management project with the objective to protect the value and productivity of Albanian coastal and marine natural resources and promote sustainable economic development. In support of this objective, the Albania Coastal Zone Management and Cleanup Project (ICZMCP) is aimed to provide (i) support to policy development, regulatory framework and capacity building for sustainable coastal management, and (ii) regional investments for improved development and land use planning and implementation; improved environmental conditions and regional infrastructure for attracting private investments in sustainable tourism.

As part of the Integrated Coastal Zone Management Policy and Institutional Capacity Building Component a draft Southern Coastal Development Plan (SCDP) and draft Coastal Regulations have been prepared by an international planning firm under contract to the Ministry of Public Works, Transport and Telecommunications (MPWTT). The SCDP is a land use development and zoning plan and has recently been put forward for approval by the Government.

In recent years, the proliferation of construction has resulted in buildings within this zone which are not in accordance with existing laws on the distance from the high-tide line and may not be in conformity with the newly prepared SCDP when this plan is approved. The Government’s on-going demolition program is aimed at enforcing land-use regulations in the country. Any further enforcement of enforcement will have social impacts, but there is a lack of available data to determine the extent of those impacts and to aid in development of clear criteria for assistance.

Main Goal of this Assignment

The Social and Vulnerability Assessment (SVA) will include a socio-economic survey to be used in the development of criteria for identifying vulnerable and/or poor groups (characteristics, constraints and priorities). Identification of the poor and vulnerable is the first step in assessing key social impacts and risks from the implementation of the Southern Coastal Development Plan and Coastal Regulations as well as the Government’s program of demolishing unauthorized structures. The findings of the SVA will provide the basis for developing criteria and procedures to minimize negative impact on vulnerable groups and on the communities that may be impacted from removal of unauthorized structures.

Specific tasks

The scope of work includes but is not limited to the following activities:

1. Background Research
2. Field Research to carry out a representative sample socio-economic survey in the Southern Coast. Sampling should ensure that a range of village/commune/settlement types are covered, including ethnic minorities. The field research will focus on demographic and socio-economic information, cultural –economic data, information and communication sources, building assets and establishments of primary residences;
3. Social Assessment Report including suggested eligibility criteria for assisting vulnerable people;

Timing

The duration of the assignment is 4 months. The assignment is anticipated to begin on September 15, 2008 and end on January 15, 2009. The Consultant will report to Project Co-ordination Unit under the Ministry of Public Works, Transport and Telecommunications and will work closely with the Implementation Team in Vlora.

Qualifications and Skills

The Consultant will have substantial experience in the execution of socio-economic assessments, surveys and reports and the firm should have carried out similar assignments for international organizations or government agencies. The Consultant should have demonstrated field experience and abilities to mobilize survey interviewers, and capacity for data entry, cleaning and analysis (database of survey data in SPSS and Excel or similar format with variables and value labels).

In particular, the consulting team should include demonstrable expertise in establishing residence and entitlements in the context of household patterns. Such experience could be from the following types of projects or research: resettlement planning, refugee and/or IDP assistance, or economic migrants. The Consultant should provide samples of similar questionnaire designs and final report with their Expression of Interest.

Core team members are the following:
• Project Manager who would have an overall supervisory and reporting role with 5 years of international experience in managing similar studies;
• Social Scientist, must demonstrate to have participated in at least three similar projects and with specific international experience in questionnaire design and the execution of Social Assessment studies and socio-economic surveys;
• Social scientist, must demonstrate detailed knowledge of Albanian socio-economic culture and and/or livelihood strategies
• Economist, must demonstrate to have participated in at least three similar projects and have experience in determination of household income and expenditures.
• Urban planner must demonstrate experience in urban planning and detailed knowledge of Albanian urban planning challenges. Experience in translation/inclusion of community input into spatial planning considerations is an advantage.
• Analyst with demonstrated international experience in evaluation of compensation packages, retrenchment planning, resettlement assistance or social welfare programs.

The selection shall be on the basis of Quality and Cost-Based Selection (QCBS). The Borrower shall select six firms with the most appropriate qualifications and references, out of those providing expressions of interest; and invite them to submit technical and financial proposals. Consulting services will be selected in accordance with the World Bank’s Guidelines (May 2004): Selection and Employment of Consultants by World Bank Borrowers. Interested consultants may obtain further information at the address below from 08 00 to 1630 hours, Monday through Thursday and 08.00- 14.00 on Fridays.
Interested consultants must provide information indicating that they are qualified to perform the services (Summary of relevant experience of the consultant, description of similar assignments, experience in similar conditions, CV of key staff, letters of recommendation, etc.).
