Title: Seabed Ice Scour Repetitive Mapping Survey 2008,
Canadian Beaufort Shelf

Geological Survey of Canada (GSC), Atlantic, has a requirement
for the following:

Between 1975 and 1990 the GSC in collaboration with the Canadian
Oil Industry conducted a series of seabed repetitive mapping
surveys of the Canadian Beaufort Shelf. In 2001, 2003-2007
sections of the 1990 repetitive mapping grid were re-surveyed by
Canadian Seabed Research and new scour attributes were added to
the database. The original/updated 2001-2007 database is to be
used as the basis for the 2008 survey.

During the 1980's the Canadian oil industry, Department of
Indian and Northern Affairs, the GSC and Canadian Seabed
Research conducted bathymetric, subbottom and sidescan surveys
over abandoned artificial exploration drilling islands.
Canadian Seabed Research analyzed and interpreted these data to
document the stability of the islands over time. These historic
analysis are to be used to plan and conduct the 2008 survey
additional abandoned islands.

In addition, in collaboration with the GSC and Devon Canada
Corp., Canadian Seabed Research successfully tested the
company's new high resolution digital mutichannel streamer to
image seismic stratigraphy to depths of 200m and deeper. The
new technology and results of the 2007 surveys are to be used to
plan and conduct the 2008 survey of shelf stratigrphy,
permafrost and shallow gas affected subsea sediments.

Proposed Time Schedule: August 11, 2008 - December 31, 2008

Estimated Expenditure: $260,000.00 (+ HST)

Intellectual Property: Intellectual Property arising from this
requirement shall rest with the Contractor.

Sole Source Justification: GSC considers Canadian Seabed
Research Ltd to be in a unique position to perform these
services for the following reasons:

The Beaufort Sea ice scour database is unique. It contains the
locations and attributes of over 17,000 new ice scours mapped in
the 1975 to 2007 time period. Value of the industry/government
survey data incorporated into the database exceeds $4 million.
Under the direction of the Geological Survey of Canada the
digital database was created by Canadian Seabed Research using
company resources. Intellectual ownership of the database
resides with this company and no other. The Geological Survey of
Canada has access to this database for purposes of scientific
research, database updating and publication of research results
with Canadian Seabed Research. This project requires that the
database be used as the basis for planning, acquisition,
analysis and reporting of field program results related to the
occurrence and distribution of new scours since 1990. The same
principal personnel are still affiliated with the company. A
sole source contract is requested because Canadian Seabed
Research is the creator, owner and custodian of the database
required to meet research specifications. Canadian Seabed
Research conducted the 2001-2007 Nahidik repetitive napping
program (2007 contract 23420-073706/A)

During the late 1980's, early 1990's, 2001, 2003-2007 Canadian
Seabed Research also conducted the only research to date on the
stability of artificial islands. This unique knowledge is
critical for the time series analyses of artificial island
stability 1980- 2007.

In addition, Canadian Seabed Research has developed a
'one-of-a-kind' digital multichannel seismic streamer required
to acquire high-resolution digital seismic reflection profile
data to depths of 200m below seabed as specified in the above
task description.

Trade Agreements:

The requirement is subject to the WTO/NAFTA/AIT Agreements;
however, it is proposed to invoke limited tendering reasons in
accordance with the following:

WTO - Article XV, para 1(b) wherein it states "when, for works
of art or for reasons connected with the protection of exclusive
rights, such as patents or copyrights, or in the absence of
competition for technical reasons, the products or services can
be supplied only by a particular supplier and no reasonable
alternative or substitute exists".

NAFTA, Article 1016, para 2(b) wherein its states "where, for
works of art, or for reasons connected with the protection of
patents, copyrights or other exclusive rights, or proprietary
information or where there is an absence of competition for
technical reasons, the goods or services can be supplied only by
a particular supplier and no reasonable alternative or
substitute exists"

AIT, Article 506, para 12(b) wherein it states "where there is
an absence of competition for technical reasons and the goods or
services can be supplied only by a particular supplier and no
alternative or substitute exists".

Under Government Contracts Regulations, only one person or firm
is capable of performing the contract.

This PWGSC office provides procurement services to the public in
English.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
