SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Management of secretariat function for the priority area mental health in
schools 2009-2010.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 8.
Main place of performance: Norway.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Mental
health in schools scheme is a national priority area with training
programmes in relation to mental health for primary schools and sixth
forms of comprehensive education. The priority area is at present
implemented in 16 counties and has been going on since 2004. The priority
area is rooted in the Escalation scheme for mental health (1999-2008), the
Norwegian Government’s strategy scheme for children and adolescents
“together for mental health” (“Sammen for psykisk helse”) and strategy for
the education environment in the basic training (2005-2008). The object of
the priority area is to provide the students knowledge on how they can
safeguard own mental health, how they can support each other and where
they can receive help. The object of the procurement is to enter into an
agreement for management of the secretariat function for the priority area
Mental health in schools. The secretariat function shall be an
administrative unit which ensure the coordination of all participants who
contribute or participate in the school priority and secure sufficient
implementation capacity for all parts of the priority area during the
contract period. The agreement is for the period 2009-2010 with option for
prolongation. As a starting point, the Awarding Authority will take into
account that the secretary function shall be managed as long as required.
The result of an overall evaluation of the priority area will provide
guidelines to further management, if any.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The contract is for 2 years, starting
January 2009. The primary management of the service will be carried out
through assignment letters from the Awarding Authority and half-year
cooperation meetings in order to discuss status and progress of the works.
Estimated value excluding VAT:
Range: between 6 000 000 and 7 000 000 NOK.
II.2.2) Options: Yes.
Description of these options: The scheme is dependent on annual
appropriations from the Norwegian Government, which may result in
alterations both in connection with timeframes and financial frames.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
1.1.2009. Completion: 31.12.2010.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian

III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: The company’s most
recent annual report including new information of relevance to the
company’s accounting figures.
Presentation of the company’s annual accounts, or extracts thereof.
Statement of the company’s turnover, of relevance to this contract, for
previous years.
Other documentation required: Credit appraisal with key figures from
approved credit rating agency (not older than 6 months).
Minimum level(s) of standards possibly required: Sufficient economic and
financial capacity in order to carry out the assignment.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Overview of the company's total
manpower.
Manpower proposed for this contract (organisation chart) with names and
CV's of the key personnel who will be responsible for its execution (for
service and works contracts).
A statement of the company's health, environment and safety policy.
Other documentation required:
— References list showing the supplier’s deliveries for the previous 3
years with relevance to this assignment. The reference list shall contain
the Awarding Authority’s name, values of the assignments and references.
The list must also contain description of what were delivered and the
supplier’s role in the delivery,

Minimum level(s) of standards possibly required: — Professional capacity
and competence for carrying out the assignment,
— Professional relevant competence, education and experience for two or
more of the theme areas: mental health, schools, educational science
and/or communications,
— Minimum 3 relevant deliveries for the previous 3 years for the following
theme areas: mental health, schools, educational science and
communications,
— Experience with communications and web related works.
