II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Ministry
would like a project which can give an overall picture of how
participation and co-determination is practiced in Norwegian working life,
as well as how the relevant actors evaluate this practice.
The project that the Ministry would like tenders for must, as a starting
point, answer the following paramount and more specific problems:
• How do the current schemes for participation function both separately
and as a whole?
• Is there competition between the various schemes for company democracy
and participation?
• How is the relationship between collective information and discussion
rules?
• How is participation and co-determination followed up in and by the
companies and their employees, including the participation and
co-determination schemes imposed by authorities?
• Are there big differences in practice amongst different parts of working
life, e.g. variations between trades/sectors etc.?
• How have the various forms for participation and co-determination
developed over time?
• What evaluations are made by the involved actors as regards advantages
and disadvantages, benefits and costs etc. of participation and
co-determination in general and of the legally imposed schemes in
particular?
• Which possible needs for change are expressed from the different actors?
• What are good forms of participation in the year 2010?

Ministry would like representative answers to these and any supplementary
questions.

Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian
procurement regulations (National requirement).

recent annual report including new information of relevance to the
