SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Re-Development of: Land and Buildings London Rd/North St, Barking known as
the London Road Site.

performance: Works.
Design and execution.
Main site or location of works: The London Borough of Barking and
Dagenham.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The London
Borough of Barking & Dagenham wishes to appoint a retailer/retail
developer partner for the London Road/North Street site in Barking, Essex.
The site provides the opportunity for an integrated approach to
regeneration with substantial housing and educational components and the
possibility of ancillary community uses. This provides the opportunity for
an integrated approach to regeneration.
The agreed masterplan contemplates a development incorporating primarily
residential units with retail units at ground level; however a more
intensive partner will work with the Council and the Local Housing Company
in developing an integrated scheme for this important town centre site.
Associated housing and educational premises with ancillary community
premises will be considered. The Council own approximately half of the
site area.
Meeting the Council’s Price Quality standards and the provision of
demonstrable experience and/or ability to work in a public/private sector
partnership in developing a high quality scheme design will be important
factors.
Parties who wish to express interest in this project must do so by 11th of
August and will be required to return a completed Pretender Qualification
Questionnaire (PQQ), which will be issued to them within 3 days of receipt
of their expression of interest, by the 26.8.2008.
Key dates are:
Contractor appointment - January 2009.
Council secure planning and statutory consents - June 2009.
Work on site, dependent on compulsory purchase powers if necessary, but
could start as early as - Sept 2009.
Construction Completed - Sept 2012.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: To design, clear site, build, fit out,
let, sell and manage for a period of 150 years, a development
incorporating either (a) primarily residential units with retail units at
ground level or (b) a substantial retail unit of approximately 60 000 sq
ft over 2 floors with associated high density housing units and
educational uses on land known as London Road/North Street which comprises
approximately 5.7 acres (2.31 hectares) of which all is developable.
Potential exists for the available area to increase slightly as other
neighbouring land becomes available. Should this be confirmed interested
parties will be advised accordingly. The location provides excellent
communications by both road and rail to central London.
The site does not have planning permission but has an agreed masterplan of
predominantly residential development which has been adopted by the Local
Authority.
Only those organisations who can demonstrate a continuing history of
delivery and the capacity to support their participation in award winning
mixed developments valued in excess of 100 000 000 GBP each, on time,
within budget, are likely to have the necessary experience to succeed in
this project.

Candidates suitability will be marked in accordance with criteria which
will include the following:
Demonstrable evidence of added value in similar scheme design;
Detailed approach to inclusion of sustainability elements in similar
constructions;
Financial return to the client in similar developments and value for
money.
In addition further details on candidate selection will be detailed in the
PQQ pack.

dialogue: Recourse to staged procedure to gradually reduce the number of
solutions to be discussed or tenders to be negotiated yes.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Barking and Dagenham is an outer London
Borough to the East of the City on the North bank of the River Thames and
within the M25 London Orbital Motorway.
The neighbouring London Borough Councils are:
— Newham, to the West,
— Redbridge, to the North,
— Havering, to the East.
Background information
— Resident population estimate, mid 2004 = 164,572 (Office of National
Statistics),
— Percentage of the resident population who were aged under 16, mid 2004 =
23.3 %,
— Percentage of the resident population aged 60 or over, mid 2004 = 17.2
%.
This notice is being placed as a Works procurement because it is
anticipated that Works will comprise the majority of the contract. Such a
contract is likely to be awarded as a JCT design and build contract.
The structure of bidders proposals may lead to a Services contract being
awarded instead.
The Tender evaluation criteria will be issued to those shortlisted, but
will be based on the Council's Quality and Price Standards. Tenderers will
be required to meet minimum standards covering urban design, Code for
Sustainable Homes, Secured by Design, Building for Life, Inclusive Design,
Lifetime Homes, Construction Efficiency, Car Parking, Building Materials,
Land Remediation, Fire Safety, Integrated Tenure, site specific design
issues, Deliverability and Long Term Management and Community Engagement,
and provide proposals on renewable energy.
Tenders which meet all of the required standard will be considered for the
financial offer made to THE COUNCIL.
It is envisaged that the contract will be awarded to the bidder who has
met all of the standards and who has made the best offer. All discussions
and meetings will be conducted in English and the contract will be subject
to English law. Tenders, and all supporting documents must be priced in
GBP and all payments under the contract will be priced in GBP.
The Council does not bind itself to accept the lowest or any tender and
reserves to itself the right of acceptance and selection of particular
items from any tender made.
The Council reserves the right not to proceed with the tender process at
any stage, and shall not in any event be responsible for any costs
incurred by candidates.
There is no requirement for any additional marketing material/information
with your expression of interest. In the interests of the environment
please do not send any unless requested to do so.
Interested parties are reminded that the Authority is subject to the
provisions of the Freedom of Information Act 2000 (FOI Act). If interested
parties consider that any information supplied as part of this contracting
exercise is either commercially sensitive or confidential in nature, this
should be highlighted and the reason for its sensitivity given at the time
of provision of the said information.
In such cases, the relevant material will, in response to a FOI request,
be examined in the light of the exemptions provided for in the FOI Act.
The Authority reserves the right not to enter into any contract for the
provision of any or all of the works/services and to withdraw from the
procurement process at any time prior to the award of contract.
