SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Commonwealth Games 2014 - Athletes Village.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Glasgow won the
right to host the 2014 Commonwealth Games. A site of approximately 38.5
hectares in Dalmarnock, part of the Clyde Gateway Project in Glasgow's
East End, has been identified as the location for the Athletes Village
which will be developed to provide both accommodation for competitors and
officials during the Games and a permanent legacy of a new mixed tenure
housing area which will incorporate 300 social rented houses and a care
home for the elderly. The removal of the temporary facilities associated
with the Village will release additional land for further development by
the appointed partner post Games.
Glasgow City Council, in support of the 2014 Games Organising Committee
(OC), is seeking a development partner with appropriate resources,
knowledge, skills and experience to deliver the master planning,
construction and re-use of the Athletes Village. The preferred development
partner will be required to develop a masterplan for the entire Games
Village site which will provide full details of the permanent residential
area and a site layout plan for the areas to be used for temporary Games
facilities. The preferred development partner will be required to
construct the permanent buildings (the residential area and care home) and
all site infrastructure, dispose of the private housing units built pre
Games and carry out further development on sites released post Games.
The OC will fund the procurement and delivery of the temporary Games
facilities (under a separate contract) and will have responsibility for
the Games time operation of the Village. The preferred development partner
will be required to construct the site infrastructure (and may be required
to construct other permanent aspects) which are necessary for the
temporary Games facilities. It may also be required to co-operate and
co-ordinate with the contractor appointed to deliver the temporary Games
facilities. Post Games the OC will vacate the Village and will fund and
procure the removal of all temporary Games facilities which are not
required for the development on the sites released post Games.
The appointed development partner will be expected to prepare a Delivery
Plan that will govern the development of the various elements of the
Village and must provide all necessary expertise to deliver masterplans
and implement required outcomes to a fixed deadline.
While Glasgow City Council shall make the Village site available, at nil
cost initially in order to reduce borrowing requirements, the appointed
development partner will enter into a profit sharing arrangement with the
Council to take effect at the end of the project. Bidders will be required
to produce funding proposals for the project based on raising private
funding and these, including the profit sharing arrangement, will be
considered at the dialogue and tender stages of the procurement.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Glasgow City Council will incorporate a minimum of a 10
calendar day standstill period at the point when information on the award
of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
de-briefing and the information has to be provided a minimum of three
working days before the expiry of the standstill period. Such additional
information should be requested from the individual named in Section I.1
of this notice via the messaging portal in the eTendering system. The
Public Contracts (Scotland) Regulations 2006 (SSI 2006 No.1) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rule to take action in the Sheriff Court or Court of Session. Any
such action must be brought promptly (generally within 3 months). Where a
contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the court may only
award damages.
