Requisition Number: FDA1045225 The Food and Drug Administration (FDA) intends to award a purchase order on a non-competitive sole source basis to Southern Research Institute, 2000 9th Avenue S, Birmingham, AL 35205-2708. FDA will have the following research study on Pandemic Flu and blood safety: studies to determine viremia and potential transfusion transmission in H5N1 infection using small animal models: 1) A high containment BSL-3 enhanced laboratory must be specifically certified by Health and Human Services (HHS), United States Department of Agriculture (USDA) and the Center for Disease Control (CDC) for work with animals infected with highly pathogenic influenza strains. 2) Laboratory personnel must have experience with both animal and human H5N1 virus risk group 3 pathogens. 3) The laboratory must specialize in handling both mice and ferrets infected with H5N1 virus for safety, and in sample collection of the appropriate specimens, i.e.: blood, nasopharyngeal swabs in order for experimental results to be valid. In addition the laboratory must have on-site storage and containment of these animals (non-transferring to off-site areas). THIS IS NOT A REQUEST FOR QUOTES. However, sources may submit descriptive literature, fully documenting their capabilities, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. The FDA intends to make an award immediately after the response date of this notice. The purchase order will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
