Prestarea de servicii bancare privind accesarea si derularea de catre banci comerciale a Fondului pentru creditarea investitiilor in agricultura, pentru cofinantarea proiectelor de investitii, eligibile prin Fondul European Agricol pentru Dezvoltare Rurala (FEADR) si prin Fondul European pentru Pescuit (FEP).

MADR incheie conventii de lucru cu prestatori de servicii bancare, prin care se vor asigura accesarea si derularea, in vederea acordarii de credite pentru finantarea investitiilor in agricultura, silvicultura, piscicultura, precum si in activitati nonagricole, astfel:
LOT 1
- 630 milioane lei pentru finantarea proiectelor de investitii eligibile din cadrul Programului National de Dezvoltare Rurala 2007-2013(PNDR);
- 30 milioane lei pentru finantarea proiectelor de investitii eligibile din cadrul Programului Operational pentru Pescuit (POP).
LOT 2
- 100 milioane lei pentru finantarea proiectelor de investitii care nu beneficiaza de finantare din fonduri europene.

1. Declaratii privind eligibilitatea; 2.Declaratie privind neîncadrarea în prevederile art. 181;
3. Certificat de atestare fiscala (valabil la data depunerii ofertei) cu privire la indeplinirea obligatiilor de plata catre bugetul general consolidat emis de catre autoritatea competenta - original sau copie legalizata;
4. Certificat fiscal privind impozitele si taxele locale eliberat de Consiliul Local teritorial (valabil la data depunerii ofertei) - original sau copie legalizata;5. Certificat constatator emis de Oficiul Registrului Comertului teritorial, pe raza caruia candidatul/ofertantul este rezident din care sa rezulte obiectul de activitate al firmei, specific acestei achizitii publice - original sau copie legalizata (valabil la data depunerii ofertei).
6. Certificat unic de inregistrare emis de Oficiul Registrului Comertului - copie.
III.2.2)  Economic and financial capacity
Information and formalities for evaluating if requirements are met:
1. Fisa de informatii generale (Formularul nr. 4 din sectiunea III);
2. Bilantul contabil din anul precedent, vizat si inregistrat de organele competente si rapoarte anuale, scrisori de bonitate din partea bancilor sau a unor societati recunoscute de audit financiar si contabil, precum si orice alte documente legale edificatoare prin care candidatul/ofertantul isi poate dovedi situatia economico-financiara - copie ;
3. Declaratie din care sa rezulte nivelul solvabilitatii si al lichiditatii institutiei la data de 31.12.2007, raportat conform normelor BNR;
4. Angajament privind rambursarea din surse proprii a sumelor accesate din fond si a dobanzilor aferente, in cazul nerecuperarii integrale sau partiale de la beneficiari a creditelor acordate, conform art. 29 din Normele metodologice pentru aplicarea prevederilor Legii nr. 231/2005 privind stimularea investitiilor în agricultura, industrie alimentara, silvicultura, piscicultura, precum si in activitati nonagricole.

1. Declaratie privind echipamentele tehnice/mijloace fixe specifice desfasurarii activitatii bancare de care dispune operatorul economic pentru indeplinirea corespunzatoare a Conventiei de lucru subsecventa de servicii(software); (Formularul nr. 9 din sectiunea III);
2. Informatii referitoare la studiile, pregatirea profesionala si calificarea personalului de conducere, precum si ale persoanelor responsabile pentru indeplinirea contractului de furnizare (Formularul nr. 8 din sectiunea III);
3. Fisa/fise de informatii privind experienta similara in creditarea agriculturii si a industriei alimentare, confirmate prin prezentarea unor certificate/documente emise sau contrasemnate de o autoritate ori de catre clientul beneficiar (Formularul nr. 6 din sectiunea III).
4. Autorizatia de functionare, eliberata de catre Banca Nationala a Romaniei în cazul bancilor comerciale si altor institutii de credit autorizate -copie legalizata.
