This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 691 of November 30, 2006.

The Republic of Azerbaijan has received a credit from the International Development Association toward the cost of Health Sector Reform Project and intends to apply part of the proceeds of this Credit to payments under contract(s) for the “Supply of Vehicles”; Contract No: HSRP/Vehicles/G/ICB/5.09.

The Project Implementation Unit of Health Sector Reform Project established at the Ministry of Health of Azerbaijan now invites sealed bids from eligible and qualified bidders for supply of two types of vehicles: Item 1 – 3 off-road vehicles and Item 2 - 40 passenger-cargo vehicles. Bidders are allowed to bid for any one or both items under this invitation. Bids will be evaluated item by item. Contract(s) will be awarded to the bidder offering the lowest evaluated substantially responsive bid for each item.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Project Implementation Unit of Health Sector Reform Project at the Ministry of Health of Azerbaijan Republic, Mr. Farhad Mehdiyev, Director, e-mail: F.Mehdiyev@hsrp.az and inspect the Bidding Documents at the address given below from 1000 hours to 1700 hours.

Qualifications requirements include: 1. Bidder shall present MAF as per ITB 19.1(a) for both items; 2. Bidder shall be represented by an Agent in Azerbaijan as required in ITB 19.1(b) for both items. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of AZN 100 or an equivalent amount in a freely convertible currency. The method of payment will be bank transfer (the bank details are indicated below). Upon request, the Bidding Documents will be sent by courier service at the Bidder’s expense. An electronic version of the bidding documents is available and can be sent upon request.

Bids must be delivered to the address below not later than 1200 hours of August 25, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 12:00 hours of August 25, 2008. All bids must be accompanied by a “Bid Security” of AZN 750 for item #1 and AZN 8,900 for item #2 or equivalent amounts in a freely convertible currency.
